- Fleet Logistics Center Puget Sound is soliciting for a firm fixed price contract, to be negotiated on a sole source basis with Northrop Grumman Systems Corporation per FAR 6.302 for on-site OEM technical field representative services for the required repair of installed Ship's Service Turbine Generator on board a naval vessel. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to the offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. This acquisition for services is to be performed on board a Naval vessel at Naval Base Kitsap, Everett, WA and will be made in accordance with FAR Parts 12 and 13 utilizing LPTA evaluation factors. The solicitation will be issued on or about 4 September 2013 with a closing date of 10 September 2013. The required period of performance is from 3 December 2013 through 31 January 2014 with expected award date on or before 4 October 2013. The Government anticipates award of a single firm fixed price service type contract. The RFQ will be posted under solicitation number N00406-13-T-0621. The Government will NOT distribute hard-copy solicitations or amendments. Subsequent amendments, if any, will be transmitted solely via the FBO website. Prospective offeror's are responsible for checking the FBO website early and periodically for any solicitation amendments. Prospective offeror's should not expect notification that an amendment has been issued. Telephone and facsimile requests will not be honored. Electronic submission of proposals via FBO is NOT available at this time.
