- NOTE: CORRECT SOLICITATION NUMBER IS: W81XWH13T0367 (ATTACHED) Under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) for commercial items, the United States Army Medical Acquisition Activity (USAMRAA)intends to negotiate, on a sole source basis, with Becton, Dickinson and Company (BD CO), One Becton Dr, Franklin Lakes, NJ 07417. B&D CO has been identified as the responsible source that can fulfill this particular requirement. USAMRAA will issue a firm-fixed price requirements-type award, as specified under FAR 16.503. Estimated total value is $600,000.00 for a base year plus three option years award. This is a logical follow-on requirement to procure specific reliable tissue fractions (human liver microsomes - HLM), cDNA-expressed enzymes (BD Supersomes(TM) and P450 High Throughput Inhibitor Screening Kits for phase I drug development ADME assays. Microsomal stability studies have been conducted using these microsomes and supersomes, and for continuity purposes, these preparations are needed. Moreover, each fluorescent substrate to be used is designed for use with a specific expressed P450 isozyme, making it necessary to purchase both enzyme and substrate from a single source. In addition, previous laboratory studies have utilized these specific microsomes and supersomes. All assays have been developed and optimized using these microsomes and supersomes. A large data base has been developed using these particular items and changing the protein source would completely nullify all previous research conducted. Any changes in protein source would not only compromise the quality of the data but also significantly impact the ability to reach critical milestones, and potentially compromise future funding in this area. Unless the award is issued to BD CO substantial duplication of costs to the Government will be incurred and this cost is not expected to be recovered through competition. Any responses to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information which demonstrates the ability to meet the Government's need. This information must be received no later than (NLT) the 15th day after this notice is posted. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
