Description
M67854-13-R-1055 Gun Coating Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. The solicitation number is M67854-13-R-1055, and it is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65, effective 29 January 2013. Marine Corps Systems Command, Quantico, Virginia has a requirement to procure a high temperature gun coating for use on mortar cannons, constructed of Inconel 718 alloy, already fielded to using units. The coating will be applied over an existing nickel boron plating. The coating shall be capable of being applied in a maintenance facility setting using standard High Volume Low Pressure (HVLP) spray guns. The application method shall not require shipping the cannons to the contractor's facility for application. The existing nickel boron plating documents/drawings will be provided to authorized DoD contractors, upon request. Contractors must provide their CAGE code to Betty Cartis, Contract Specialist, at betty.cartis@usmc.mil and cc: Anita Norris, Contracting Officer, at anita.norris@usmc.mil. Upon verification of System For Award Management (SAM) registration, the nickel boron plating drawings for the gun coating will be provided. Please reference the solicitation number "M67854-13-R-1055 Gun Coating" in the subject line. The contractor shall provide application training at their facility. The contractor shall supply all materials, tools, and coating required to train students in the application of their product. To the maximum extent possible, the training shall be tailored to the mortar cannons. If the contractor has the capability to store Category III Ammunition, Arms, and Explosives (AA&E) per DoD 5100.76-M, the Government will furnish M225A1 cannons for the class. If the contractor does not possess the capability to store Category III AA&E, then the contractor shall be responsible for providing a specimen appropriate to use during the training. The training shall be sufficient to allow the Government student to develop a written application instruction for the coating specific to mortars. The training shall cover, at a minimum: Preparation of the surface to be coated Racking techniques for mortars Application techniques Proper storage during cure time Defect identification and solution Proper application equipment and operation The contractor shall extend to the Government the full coverage of any standard commercial warranty offered in a similar commercial sale. MCSC intends to award a firm fixed price (FFP) and indefinite-delivery, indefinite-quantity (IDIQ) contract utilizing Firm Fixed Price Delivery Orders. The period of performance under this contract shall be five (5) years from the date of contract award. Please see the attached RFP for additional details, and other terms and conditions. The NAICS code for this procurement is 332812 and the size Standard is 500 employees. This is a small business set-aside. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to insure they have the most up-to-date information about this solicitation. Each offer is required to complete their representations and certifications via the System For Award Management (SAM) at https://www.sam.gov. Any and all questions in regards to this solicitation should be directed to Betty Cartis at betty.cartis@usmc.mil and cc to anita.norris@usmc.mil no later than 11 days after RFP release to allow adequate time to prepare and issue responses/amendments. It is the vendor's responsibility to monitor the FBO system for amendments issued in reference to this requirement. All Contractors who provide goods/services to the DOD must be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM). Online Certifications and Representations are also required. Failure to comply with SAM registration may deem the offeror ineligible for award. All proposals shall be submitted on the RFP form (SF-1449) attached to this synopsis. Vendor's proposals for this requirement are due no later than the date/time specified on page 1 (block 8) of the solicitation.
