- The NAVSUP Fleet Logistics Center Jacksonville is conducting market research for sources sought to publish and distribute a civilian enterprise newspaper entitled "The Periscope" for Naval Submarine Base Kingsbay, Georgia. This will be a No Cost Contract. Total duration of the contract including the exercise of any options shall not exceed five years. The exercise of the option is the exclusive right of the Government. REQUEST FOR INFORMATION (RFI): THIS IS NOT A REQUEST FOR PROPOSALS. NO CONTRACT WILL RESULT DIRECTLY FROM THIS NOTICE AND IS IN NO WAY BINDING ON THE GOVERNMENT. TYPE OF SOURCES SOUGHT: The applicable North American Industry Classification System (NAICS) Code is 511110 with an employee size of 500. All prospective companies must be registered in the System for Award Management (SAM) in order to be eligible for award. DISCLAIMER: THE GOVERNMENT DOES NOT INTEND TO PAY FOR ANY INFORMATION FURNISHED PURSUANT TO THIS RFI. ANY COSTS INCURRED BY INTERESTED COMPANIES THAT RESPOND TO THIS ANNOUNCEMENT WILL NOT BE REIMBURSED. MORE SPECIFIC INFORMATION WILL BE FURNISHED WHEN ACTION IS SYNOPSIZED THROUGH THE GOVERNMENT POINT OF ENTRY. SCOPE: The Requiring Activity (Naval Submarine Base Kingsbay, Georgia) desires publication and distribution of a civilian enterprise newspaper "The Periscope" for the personnel, retirees, and family members stationed at and supported by Naval Submarine Base Kingsbay, Georgia. Editorial content will be the responsibility of the Office of Public Affairs of the Command. The scope of work to be performed as follows: Publish and distribute up to 10,000 copies of the newspaper (no less than 18 pages per issue in broadsheet format) on Thursday every week (49 issues a year) with the below two exceptions: Exception (1): Certain holidays when the publishing schedule may be adjusted as mutually agreed to by the publisher and the Commanding Officer's designated representative. Exception (2): One newspaper will not be published during the holidays in December with date of December publication mutually agreed to by the publisher and the Commanding Officer's designated representative. The publisher shall distribute copies of the newspaper in locations to be specified. All proceeds for the sale of advertising for the newspaper shall go to the publisher, who agrees to look exclusively there to for all costs, expenses and profits. The publisher also shall pay all taxes arising out of said publication. REQUESTED INFORMATION: AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A positive statement of your intention to bid on this contract as a prime contractor. (b) Business size, DUNS and CAGE Code (c) Evidence of three (3) recent experiences in work similar in type and scope of publication and distribution of a civilian enterprise newspaper with percent and description of work performed to include contract numbers and current telephone numbers with contact points. All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested concerns. Provide the above information no later than 11 September 2013, close of business 4:00 P. M., Eastern Standard Time, to Carla López, Contract Specialist via email to carla.lopez@navy.mil. Title of email must be: RFI CE Newspaper Kingsbay, GA Note: The Navy's computer network will not accept any attachments that are 10MB or larger, or with the extension ".zip". PDFs are recommended. The Navy computer network periodically will block IP addresses and attachments that it considers being harmful without my knowledge.
