Description
The solicitation number is 3017633 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Siemens Medical Solutions USA, Inc., 4800 North Point Parkway, Alpharetta, GA 30022-3732. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS)-MRI Research Facility would like to purchase Maintenance Service for Siemens Magnetom Skyra Magnetic Resonance Imaging (MRI) Scanner. The Siemens 3T Magnetom Skyra Magnetic Resonance Imaging Scanner is part of a system that includes many pieces of nonstandard, custom-built equipment. The purpose of the In Vivo NMR Research Center may be broadly defined as a service center for the scientific community to work toward the advancement of in vivo NMR technology, its application to animal physiology and, ultimately, its application in the clinical setting. The Center contains facilities for state of the art magnetic resonance imaging and spectroscopy of animals and humans. The NMRF owns and operates a Siemens Magnetom Skyra 3T Magnetic Resonance Imaging Scanner. This instrument is essential to the NMRF to provide the resources for the NIH Scientific community for the study of high-field NMR techniques. The period of performance will be for One (1) Base Year and Two (2) one-year option periods. Siemens is the manufacturer of the laboratory's scanner; it has the most highly trained service engineers and the fastest access to spare parts of any company. The engineers have unique knowledge about these systems because they are the ones who have made the many modifications necessary to allow it to be integrated with other pieces of customized imaging equipment. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 9, 2013 3:00PM EST and must reference number 3017633.
