- Pre-Solicitation Notice RFP-200-1227-WS The Federal Bureau of Prisons is seeking concerns having the ability for providing Non-Secure Residential Juvenile Services (Juvenile Services) and Non-Secure Residential Juvenile Mental Health Services (Mental Health Services) for male Federal offenders held under the authority of United States Statutes located within the following State of New Mexico counties: San Juan, Rio Arriba, Taos, McKinley, Sandoval, Santa Fe, Cibola, Bernalillo, and Valencia. Both the Juvenile Services and Mental Health Services shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Non-Secure Juvenile Facility, Amended February 2004, Modified May 2005, Modified December 2008, Modified March 2009, Modified July 2011, and Modified January 2013. The majority of juvenile referrals stem from a Native American cultural background, and consequently, all services shall engender some Native American cultural tenets. Contract(s) will be awarded as Indefinite Delivery, Indefinite Quantity (IDIQ) with firm-fixed unit prices for Line Item 1 and Line Item 2. For Line Item 1, the guaranteed minimum for Juvenile Services is estimated to be 100% male for the one-year Base Period and for each of the four, one-year Option Periods thereafter, if options are exercised. For Line Item 1, the estimated maximum for Juvenile Services is estimated to be 100% male for the one-year Base Period and for each of the four, one-year Option Periods thereafter, if options are exercised. For Line Item 2, the guaranteed minimum for Mental Health Services is estimated to be 100% male for the one-year Base Period and for each of the four, one-year Option Periods thereafter, if options are exercised. For Line Item 2, the estimated maximum for Mental Health Services is estimated to be 100% male for the one-year Base Period and for each of the four, one-year Option Periods thereafter, if options are exercised. Line Item 1: The guaranteed minimum quantities and estimated maximum quantities for the Juvenile Services in-house residential bed requirement are as follows: • Base Period: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 3,650 (10 male beds); • Option Year 1: The guaranteed minimum number of inmate days is 366 (1 male bed) with an estimated maximum number of 3,660 (10 male beds); • Option Year 2: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 3,650 (10 male beds); • Option Year 3: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 3,650 (10 male beds); • Option Year 4: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 3,650 (10 male beds). Line Item 2: The guaranteed minimum quantities and estimated maximum quantities for the Mental Health Services in-house bed requirement are as follows: • Base Period: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 730 inmate days (2 male beds); • Option Year 1: The guaranteed minimum number of inmate days is 366 (1 male bed) with an estimated maximum number of 732 inmate days (2 male beds); • Option Year 2: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 730 inmate days (2 male beds); • Option Year 3: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 730 inmate days (2 male beds); • Option Year 4: The guaranteed minimum number of inmate days is 365 (1 male bed) with an estimated maximum number of 730 inmate days (2 male beds); The Federal Bureau of Prisons reserves the right to place juveniles in this facility from any jurisdiction nationwide to meet the programming requirements of the juvenile, unless other contractual obligations exist. Offerors may submit proposals for any and all line items. However, the government reserves the right to award based upon the best interest to the government. Preference may be given to a contractor who can provide all the services requested under this solicitation. RFP-200-1227-WS will be available on or about October 1, 2013, and it will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website at http://www.fbo.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information about this acquisition will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date for RFP-200-1227-WS will be on or about December 2, 2013. All responsible sources may submit a proposal which will be considered by this agency.
