Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation Number L13PS01139 is used as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-61. This procurement is a SMALL BUSINESS SET ASIDE. The Bureau of Land Management (BLM), Oregon State Office has issued a Request for Quotation for a commercial items supply Blanket Purchase Agreement for Ultra Low Sulfur, Red-dyed (off-highway use) Diesel Fuel located at five (5) maintenance shops within the vicinity of the Coos Bay district area of responsibility. Location maps are available through FedConnect under L13PS01139. The performance period is from 10/1/2013 through 9/30/2018. The NAICS code is 424720 and the small business size standard is 100 employees. The basis of award is the lowest price determined fair and reasonable to the responsible respondent pursuant to FAR subpart 9.1. DESCRIPTION - This RFQ will result in multiple Blanket Purchase Agreements (BPA) for off-road diesel gasoline for the Coos Bay District. Item 0001 - Ultra Low-Sulfur, Red-dyed (off-highway use) Diesel Fuel, free of water and debris. Firm fixed price call orders will be placed against the BPA. Rates for fuel shall be paid using the vendor's current rate schedule at time of Call, given rates are fair and reasonable. Due to price volatility within the market, the vendor will provide its current price upon each Call request. Payments will be made upon receipt of billings from the Contractor, through Invoice Processing Platform (IPP). Payments will be processed upon receipt of the invoice within 30 days through electronic funds transfer by the BLM National Business Center in Denver. PERFORMANCE TIME: The Blanket Purchase Agreement (BPA) will be awarded for five (5) years.
