Description

The Federal Communications Commission intends to award a sole source purchase order using simplified acquisition procedures to GUROBI OPTIMIZATION, INC. for Gurobi Optimizer for Cloud Gurobi Floating License - 200 Simultaneous Uses - 86,400 hours. This purchase is unsuitable for full and open competition for the following reasons. GUROBI OPTIMIZATION, INC. is the developer of the subject software and the cloud-based version (for installation on GovCloud) is unavailable from any other source. A justification and approvals required under FAR 13.501(a) will be posted separately. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All submissions shall be submitted to the Government by no later than 1400 ET on September 2, 2013. After which time, if no affirmative written responses are received, an award will be made without further notice. Oral communications are not acceptable in response to this notice. Responses may only be sent via e-mail to the POC listed below. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.**
