THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of small business firms capable of performing the services stated below. We are only seeking information from small businesses. Large businesses interested in this procurement should continually monitor the Federal Business Opportunities (FBO) web-site ( http://www.fbo.gov) as the solicitation would be posted on this site if issued. OUTSIDE OFFICE AREAS, PATHWAYS AND BREAK AREAS: Contractor shall sweep, clean and wash down all exterior pathways/walkways and break areas on a daily basis. Contractor shall clean all types of equipment prior to packing, loading and transporting out of yard. Contractor will use water and light soap to clean outdoor furniture and outside equipment. Outside areas shall be k e pt ne a t and o r d e r l y. RECYCLABLE CONTAINERS: All recyclable receptacles will be monitored and have contents collected and transferred to the main collection point as required by the COR. All recyclable receptacles shall be emptied and returned to their initial location with contractor provided plastic liners. WATER COOLERS/REFRIGERATION UNITS: Contr ac tor s h a ll monitor and fill office coolers with bottled drinking water. INSIDE AND OUTSIDE PERIMETER FENCE LINE: Contractor shall monitor, and clean inside and outside of perimeter fence line. Contr ac tor s h a ll e nsure t r a sh and litter found against the inside and outside of the perimeter fence shall be dispos e d of i n a s ec u re d p l a st i c b a g. CL E AN M INI BLIN D S : The c ont r ac tor s h a ll dust a nd rid of a ll d e b ris f r om t he m i ni bl i nds at a minimum of one time per month or as required by the COR. AIR CONDITIONING UNITS: There are approximately 50 Air Conditioning units on the DLA Disposition Services Kuwait site. The c ontr ac tor s h a ll clean the air filters one time per month or as required by COR after sand storm. Contractor will use water and light soap. Contractor will ensure that air filters are allowed to dry before placing back into service. MISCILLANEOUS REQUIREMENTS: Sweeping the sand and dirt off of the truck scale, changing light bulbs, cleaning DLA owned property, clean and pressure wash prayer tents, move furniture, equipment, hang up pictures, posters, signs, repaint/stencil T walls, perform minor repairs to fence, signs, replacing fence cover, repair/replace walk-way matting, assemble storage racks, build racks in containers, fill/replace damaged sand bags, prepare and clean items for shipment, rake (level out) and fill holes on the ground around the yard and in the parking lot and entrance way to minimize the potential for safety incidents, dig trenches after heavy rains to drain water from the yard, set-up and breakdown tables and chairs for training, meetings and functions, repaint areas when weathered, chipped or faded. These functions will be performed on an as required basis at the discretion of the COR. No life support; e.g., billeting, dining facilities, laundry service, post/base exchange, financial support, morale, welfare and recreation (MWR) facilities, medical/dental care, remains processing, uniforms and weapons, or fuel for contractor-owned vehicles will be provided within Kuwait for any contractor. Fuel to operate Government-provided MHE will be provided to the contractor by the Government. *The following information is required for responding to this request. •1. Identify small business type, e.g. service disabled, 8(a), hub zone. •2. Provide a statement of capabilities to perform this type of work in Kuwait. Statement of capabilities should include detailed technical expertise information, employee experience / expertise and / or other informational literature demonstrating the direct ability to perform the above in Kuwait. •3. As this is primarily a labor contract, provide information on how you would be capable of performing this work and meet the requirements of FAR 52.219-14 which requires at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. •4. Provide information on your capability to hire a workforce to perform in Kuwait that shows your firm is knowledgeable about hiring practices and procedures for US, TCN, and local national personnel to perform work on military installations in Kuwait.
