Description

This announcement is a Sources Sought Announcement (SSA). It is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The specific purpose of this SSA is to determine if there are any small businesses, within the parameters identified herein, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 Limitations on Subcontracting, the prime contractor is required to perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees. Based on capability statement received in response to this SSA, a set-aside decision may be made. All small business organizations (SB, SDB, 8(a), WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a NAICS code of 236220, with a small business size standard of $33.5M. After the deadline of this sources sought, the Government will evaluate all submittals against the project's minimum requirements and, accordingly, may conduct a formal competitive procurement solicitation to award a single procurement and construction contract. Brief Statement Of Work: The National Institute of Standards and Technology (NIST) has a requirement for the following on the Gaithersburg, MD campus: The conversion of approximately 2,400 sf of space near the main dining room of Building 101 to a private dining and conference room. Work will commence following the Government's abatement of hazardous materials in the floor, ceiling and ductwork and pipe insulation here and in the soffit area surrounding the main dining hall. The Project also includes replacing this soffit area and providing new lighting, air and fire alarm devices. The Project will require off-hours work and careful staging and coordination with the COR to maintain legal egress from the Dining Hall throughout construction. Requirements for Responding to this SSA: In five (5) pages or less, an interested capable construction service contractor shall respond to this SSA by submitting a Capability Statement. At a minimum, the statement shall include the following: 1) Company name and address, a contact person's name, telephone number, and email address and, if available, company website URL. 2) Company Size and Type (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hub Zone Small Business) or other. 3) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor. 4) Current EMR ratings furnished by their surety company. EMR shall be less than 1.0. 5) Statement of Responder Qualifications. The Responder shall provide narrative to illustrate the ability to provide all labor and material necessary to perform the requirement described above in the Brief Statement of Work. 6) Statement of Bonding Capacity. All responses shall be sent to timothy.karol@nist.gov by September 13, 2013 @ 2:00pm eastern with the following subject line "SSA: Building 101 Westing Serving Area Renovation".
