- Agriculture Acquisition Regulation (AGAR) Representation and Certifications (Reps & Certs) Draft Client-Coach Agreement FAR Clauses for Solicitation and Contract Award Performance Work Statement (PWS): Forest Service Human Resources Management (HRM) Senior Leadership Coaching Services Combined Synopsis/Solicitation Please see attachments for a more usable version of the Information below 1. General a. In accordance with FAR 12.603, this solicitation is a combined synopsis/solicitation. b. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. c. The solicitation number of this request for proposal is AG-3187-S-13-0239. d. This solicitation document and any resultant contract incorporate provisions and clauses that are those in effect through Federal Acquisition Circular 2005-69. e. This solicitation is a Total Small Business Set-Aside. The NAICS code is 541611 - Administrative Management and General Management Consulting Services and the size standard is $14.0 M. f. This requirement is to contract for management consulting/executive coaching services for USDA Forest Service (FS) Human Resource managers. A detailed description of the services and requirements are located in the Performance Work Statement (PWS) at Attachment 1 to this solicitation. The PWS is entitled Forest Service Human Resources Management Senior Leadership Coaching Services, dated 29 Aug 2013. Any resultant contract will be Firm-Fixed-Price. g. The contractor shall be available to perform in-person coaching for approximately 50 percent of the effort in Albuquerque, NM and approximately 12 percent of the effort in the Washington D.C. metropolitan area. The remainder of the effort will be accomplished through telephone and/or video teleconference (or other electronic means) to clients throughout the USA. Travel costs will not be authorized or reimbursed under this contract. The base-year services are to be provided from 28 Sep 2013 through 27 Sep 2014, with four one-year option periods which run from 28 Sep 2014 through 27 Sep 2018, if exercised. h. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Aug 2013). Offerors shall have completed Representations and Certifications in accordance with FAR 52.212-3 (Aug 2013) in the System for Award Management (SAM). If the offeror is unable to complete this by the time of submitting its proposal, the offeror shall provide a completed copy of the provision with its proposal. i. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Jul 2013), is incorporated by reference. j. FAR 52.212-5 (Aug 2013), Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and is included at attachment 2 to this solicitation with other terms and conditions for this solicitation and any resultant contract. 2. Proposal Instructions a. Proposals are due on 10 Sep 2013 by 3:00PM MDT. Electronic Proposals are required. b. Submit proposals and any questions via email to Todd Mathie at tmathie@fs.fed.us. Offerors must comply with the detailed instructions for the format and content of the proposal; if the proposal does not comply with the detailed instructions for the format and content, the proposal may be considered non-responsive and may render the Offeror ineligible for award. e. Proposal Format: In order to maximize efficiency and minimize the time for proposal evaluation, it is required that the Offeror submit the proposal in accordance with the format and content specified herein. f. 8.5 x 11 inch paper • Single-spaced typed lines • 1 inch margins • Times New Roman 12-point Font in text • No hyperlinks. Tables and Figures may have a smaller font. g. Page Numbering: The Offeror shall use a standard page numbering system to facilitate proposal references. Charts, graphs and other insert materials shall be page-numbered as part of the page numbering system. h. Page Limitations: Page limitations are identified for each section of the proposal below and should be treated as maximums. If exceeded, excess pages will not be read or considered in proposal evaluation. Included in the page count are separate pages providing graphics, charts, illustrations and pictures. i. Offerors shall submit proposals in accordance with the instructions in this solicitation. FAR provision 52.212-2 includes detailed proposal instructions and information on how the Government will evaluate proposals. j. FAR 52.212-2 -- Evaluation -- Commercial Items (Jan 1999) (a) The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offeror's proposals: Proposal Contents Technical Capability and Experience The Offeror shall demonstrate its understanding of the PWS objectives and requirements and detail its technical approach for meeting all of the requirements in the PWS and demonstrate its breadth and depth of experience. 4 Page Limit Past Performance Summaries Provide at least two (2) Past Performance Summaries of previous contracts that were similar in size, scope, and complexity that were accomplished within the last three years. Provide a valid point of contact and contact information for each past performance reference who may be contacted by the Government. 4 Page Limit Resume Summaries 8 Page Limit Pricing Proposal Details/Assumptions Labor Category, Fully Burdened Rate(s), hours for each labor category, materials, etc. Provide any assumptions made in regards to creating the firm fixed price for each coaching series. No page limit. Include a Completed Pricing Schedule. If an offeror has cash flow issues with this arrangement, it may request terms in its pricing proposal in which 40 percent of the Firm Fixed Price per Series may be invoiced after the third session has been completed (a series includes 6 sessions). The remaining 60 percent may be invoiced after the Series is completed. Technical and past performance, when combined, are approximately equal in their relative importance when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
