- SOLICITATION AMENDMENT A0002 THE PURPOSE OF THIS AMENDMENT IS TO UPLOAD THE SOLICITATION. Offers can be sent to via email ( sharon.walker@noaa.gov ) or faxed no later than Tuesday, September 10, 2013. Task II, (a) of the statement of work should read " up to 10 exhibits" and will be changed on the award document. AMENDMENT A0001 THE RECEIPT DATE FOR OFFERS HAS BEEN EXTEND TO ALLOW TIME TO POST SOLCITATION AND RECEIVE OFFERS. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the National Marine Fisheries Service, Boqueron, PR intend to procure services to implement the Don't Stop Talking Fish (DSTF) Cultural Event and Media campaign in the U.S. Virgin Islands. The selected contractor shall have proven experience in event planning and coordination (preferably in the USVI); networking and communication, including the ability to develop and implement a media campaign to promote the Cultural Event and DSTF objectives; and possess the skills, equipment and software (e.g. IBM SPSS, Microsoft Office [specifically Access and Excel], and/or Survey Monkey, etc.) to collect, analyze, and interpret evaluations data to assess the effectiveness of the DSTF Cultural Event components and the media campaign. Bilingual contractors are preferred but not required. The contractor is responsible for making all travel arrangements associated with project planning and coordination, as necessary. The DSTF Cultural Event and media campaign is a component of one of a series of projects that compose the MOES-VI Initiative. MOES-VI brings multiple agencies and stakeholders to the table with the wider USVI community as collaborators to identify and address awareness gaps while employing strategies to reshape the relationships between management and regulatory agencies and resource users through dialog. Period of performance is from date of award (approximately September 1, 2013 through August 31, 2014). In order to meet the objective of this work assignment, the contractor shall perform the following work in three distinct tasks: 1) planning, coordination, and implementation of the DSTF Cultural Event; 2) development and implementation of a media campaign to promote the DSTF mission and Cultural Event; and 3) evaluation of the Cultural Event, highlighting successes and limitations of the DSTF Cultural Event components overall and the fisheries management workshop and media campaign specifically. The NAICS code for this action is 711310. Size standard not to exceed $7.0M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
