- COMBINED SYNOPSIS / SOLICITATION (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii)The solicitation number is HHS-NIH-NHLBI-CSB-(AR)-2013-281-AB and the solicitation is being posted as a request for proposal (RFP). Offerors shall submit their proposals no later than 12 Noon. Eastern Standard Time (EST) on September 6, 2013. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, August 1, 2013. (iv)The associated North American Industry Classification System (NAICS) code for this is: 511210-Software Publishers; small business size standard is $35.5. This acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v)CLIN 1: Base Period (10/01/2013 - 09/30/2014) - Site license Renewal CLIN 2: Option Period (10/01/2014 - 09/30/2015) - Site license Renewal CLIN 3: Option Period (10/01/2015 - 09/30/2016) - Site license Renewal CLIN 4: Option Period (10/01/2016 - 09/30/2017) - Site license Renewal CLIN 5: Option Period (10/01/2017 - 09/30/2018) - Site license Renewal Required quantity - 70 (per period of performance) (vi)Renew annual site license for FlowJo flow cytometry analysis software FlowJo Flow Cytometry Analysis Software Site License Renewal 2013-17, Quantity - 70 licenses. SALIENT CHARACTERISTICS • Provides web-based instructional services, and also provide a web-managed site license for core users. • Compatible with the full range of Flow Cytometry Standard format data files - FCS 1.0 through FCS 3.0. • Compatible with platform-independent data files such as CSV and non-standard FCS data files from cytometry instruments. • Able to cluster data files into groups for collective analysis. • Has group / individual file capabilities, and is able to share analytical attributes across similar data sets. • Has ability to save analytical templates, as well as graphic layouts that are sharable across different / similar data sets. • Includes tools for complex gating strategies, and allow graphical evaluation of gating hierarchy. • Provides a set of tools for generating statistics / graphs / tables / and provide for an interface to a variety of output modes - print, PDF, MS Windows sharing, web pages, movies. • Graphical scaling shall provide for necessary transformations - log, linear, biexponential/hyperlog/logicle - along with scaling capabilities. • Compatible with BD FACSDiva data attributes, as well as FACSDiva automatic compensation values. • Provides for after-acquisition compensation matrix development and editing. • Compensation matrix algorithms shall be similar to BD FACSDiva algorithms. • Shall have ease of use features: Drag / drop file loading; Hierarchical analytical display; Point and click table / report layout editing capabilities; Batch processing; In-plot / icon dropdown menu access for icon attribute selection / modification / editing; Plot overlays; NxN plots; provides for special modules to analyze specialized data sets -- DNA/Cell Cycle, Kinetics, and Proliferation. • FlowJo can run natively on both Macintosh and Windows operating systems. (vii)Delivery date October 1, 2013. The delivery shall be made to Bethesda, MD 20814. (viii)The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Item applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulation (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html (ix)FAR Clause 52.212-2, Evaluation - Commercial Items, is applicable to this requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced, technically acceptable offeror. The Government will evaluate proposals based on the following evaluation criteria: A) Technical Capability and B) Price. (x)In accordance with FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provision applies, a written submission is required. (xi)FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition: (xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items supplies to this acquisition: (xiii)52.217-3 -- Evaluation Exclusive of Options The Government will evaluate offers for award purposes by including only the price for the basic requirement; i.e., options will not be included in the evaluation for award purposes. 52.217-9 -- Option to Extend the Term of the Contract(a) The Government may extend the term of this contract by written notice to the Contractor within 30 Days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (xiv)The Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this acquisition. (xv)Offerors shall electronically submit, a quotation addressing the following items to Contract Specialist Arjun Bhalla Arjun.bhalla@nih.gov by 12:00 PM Eastern Daylight Time (EDT) September 06, 2013: Offerors must complete annual representations and certifications on line at http://www.sam.gov. The quotation must reference the RFP No. HHS-NIH-NHLBI-CSB-(AR)-2013-281-AB All responsible offerors may submit a quotation, which if timely received, shall be considered by the agency. Quotations can be emailed to the Contracting Specialist, Arjun Bhalla at arjun.bhalla@mail.nih.gov Quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above.
