- The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), Eastern Region Acquisition Division (ERAD-KC), and the Ocean Exploration and Research (OER) intend to solicit for purchase of 2 each Underwater Cameras: One (1) camera is a direct replacement for a make and model of a camera already owned by the Government. One (1) camera is a new style that has many attributes that make it very similar in operation to other cameras the Government already owns. Because of the very high quality of these cameras, their compatibility with cameras already owned, and the reliability of the manufacture of these particular and the Government's other cameras, no other make or model of camera will be acceptable. The items are designed and manufactured by a sole manufacturer Insite Pacific, Inc. Insite Pacific does not sell any of their products through factory representatives in the United States. General Description of Camera #1: High Definition, Color, Zoom, Digital Still Underwater Television Camera: The digital camera and video recorder has a 12.3 effective megapixel CMOS sensor that provides ultra-high definition (4672 x 2628) still images. Has a lens color video output that provides the ability to accurately frame still images while also allowing video documentation. It has an Optical-Steady Shot image stabilization with Active Mode shall be included to allow compensation for greater degrees of camera shake. A 3-way shake-cancelling capability is be provided. High Definition HD-SDI fiber optic video outputs is provided as a standard configuration for the system. Exclusive Windows TM control software shall be supplied to allow for advanced digital photographic controls. At a minimum, controls are identified by the depth rating for this housing at 6500m (20,000 ft). A glass hemispherical viewport with a fully corrected optical lens system is also provided as a standard part of the camera system. Acrylic viewports shall not be acceptable. (Photo) f=26.3mm to 263mm. General Description of Camera 2: Tilt and Continuous Rotate, High Definition Color Zoom Camera has a continuous horizontal rotation and a 180 degree tilt capability. The camera has a selectable High Definition or Standard definition Video Outputs and HDSDI Electrical and Composite Video outputs. The camera shall have the ability to output HDSDI video onto a single-mode fiber optic cable in a CWDM compatible format. A stand-alone control unit with a built-in joystick for complete remote control of the tilt, rotate, zoom, focus, and iris thru an RS232 or RS485 serial link is provided as a standard part of the system. The camera has titanium pressure housing with a depth rating 6500m (20,000 ft) and a fully corrected glass hemispherical viewport. Acrylic viewport shall not be acceptable. Environmental: -Depth: 6,500 meters (20,000 ft) Titanium -Operating Temperature -20 Degrees C (14 Degrees F) to 50 Degrees C (122 Degrees F). -Storage temperature -20 Degrees C (-4 Degrees F) to 60 Degrees C (140 Degrees F) Pressure Testing: -Prior to delivery, both cameras shall be pressure tested to 10,000psi with three full cycles. One hour "hold time" at the full test pressure during the third cycle will be required and documentation of these tests shall be provided to the Government upon delivery. Documentation: Both cameras shall be delivered with documentation that includes electrical schematics, mechanical outline drawings, and operation manuals to commercial standards. Documentation shall be both hard copy and machine-readable media. There shall also be certification of pressure tests. All maintenance, repair and operational documentation showing general mechanical dimensions, design specifications and electrical pin-out must be supplied in electronic and hard copy format. Manufacturer's Warranty: The vendor shall be responsible for providing full factory warranty coverage with each camera. Acceptance Criteria: -Visual and dimensional checks to ensure machining quality and dimensional accuracy. -Successful proof of pressure test and certification view. -Successful proof of electrical tests. -Contract award will be based on the approval of the Manufacturer's "exact specifications and exact make and model information". No other make or model will be acceptable -Final review and acceptance of the products will take place at the Government's facility. Shipping, Packaging and Delivery: Firms, who believe they can provide this product, must furnish detailed information that demonstrates their experience and capability to provide the product, and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of product previously. Interested parties must respond within (7) seven calendar days after publication of this notice. If no affirmative responses are received, the Government intends to issue a purchase order to Insite Pacific, Inc.
