- Description
- It is the intent of the National Library of Medicine (NLM) to procure NIH-wide licenses from OpenEye Scientific Software, 9 Bisbee Ct, Suite D, Santa Fe, NM, on a sole source basis for OpenEye brand name molecular modeling software products and support for the 1-year period of 09-16-13 through 09-15-14. NLM is processing this requirement for the Center for Information Technology (CIT), National Institutes of Health (NIH). This requirement includes the following OpenEye brand name software licenses for the period of 09-16-13 through 09-15-14: SZMAP, FILTER, BROOD, OMEGA, ROCS, EON, SZYBKI, FRED, POSIT QUACPAC, VIDA, VIVANT, and OEChem TK. In order to continue providing expert support to the NIH research community, CIT requires the continued use of commercially available molecular modeling software products for the specified 1-year period that support ligand- and structure-based design strategies by: 1) generating high-quality 3D conformer ensembles, 2) searching compound libraries for molecules with 3D similarity in shape, chemical, and electrostatic properties, 3) searching fragment databases for promising replacements, 4) docking small molecules and scoring predicted complexes, 5) providing a powerful graphical interface for visualization and effective communication of results. CIT has determined that the OpenEye brand name proprietary software products, which have been used by NIH researchers for several years, are the only commercially available ones that can provide the combination of comprehensive molecular modeling functionalities described above that are required by the researchers. The proposed acquisition will be procured on a sole source basis under the ordering procedures at Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. This is not a Request for Proposals (RFP), nor is an RFP available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Responses must be received by the NLM Point of Contact within Dionne Brown (7) calendar days from the publication date of this notice.
