CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. A written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, 13 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTATIONS ARE BEING REQUESTED AND NO OTHER SOLICITATION WILL BE ISSUED. Solicitation number is VA248-13-Q-2426 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-64, effective 18 Jan 2013. This acquisition is Unrestricted. This will be a low price technically acceptable (LPTA) award. The VA Bay Pines Healthcare Procurement Business Service intends to award a Firm Fixed Price Purchase Order for ONE (1) Brand Name or Equal Tecniplast Ventilated Caging Components. Equipment provided as an equal shall meet the salient physical, functional, or performance characteristics of the Ventilated Caging Components. All equipment shall be new with standard manufacturer's warranty. IAW FAR 52.211-6, vendors shall supply adequate descriptive literature and photographs to determine compatibility with salient characteristics and furnish all applicable information with the quotation. Failure to provide adequate descriptive literature will be grounds for rejection of quotation. Required Delivery Date 60 days after receipt of order; Installation will be required at a date yet to be determined. Refurbished units will not be considered. The following Contract Line Items (CLINS) are applicable to this requirement. For detailed part description of the Ventilated Caging Components see "salient characteristics" attachment. The delivery will be FOB: Destination to Bay Pines VA Healthcare System, Bldg. 110 Warehouse, 10,000 Bay Pine Blvd, Bay Pines, and FL. 33744. Salient Characteristics Individual Ventilated Cages (IVC) The following salient characteristics shall be met for quotes to be considered responsive: 1. The Individual Ventilated Cages (IVC) shall be of high quality. 2. The equipment shall be compatible with Animal Cage and Rack Washer currently being purchased for research animals. 3. Four (4) of the seven (7) mouse IVC racks overall required dimensions shall be no larger than: 5'-7" in length (67.76L x 21.26W x 78.54H (81.78*)) and contain at least eighty (80) cages on each rack. The other three (3) mouse IVC racks overall required dimensions shall be no larger than: 4'-3" in length (51.46 x 21.26 x 78.54 (81.78*)) and contain at least sixty (60) cages on each rack. The four (4) rat IVC racks overall required dimensions shall be no larger than: 4'-9" in length and provide at least twenty-eight (28) cages on each rack. 4. The room dimensions dictate that the IVC racks must be single sided (not double sided). 5. The airflow pattern must enter and flow from the top of the cage down in order to reduce the risk of discomfort and possible stress for the animals. Therefore the cages must have inlets at the top of the cage. Inlets placed at the animal height, rather than at the top level of the cages, create an air flow that exposes the rodents to air-drafts. These air drafts have been noted in publications to potentially cause anxious behavior which can results in a study variable. 6. The room dimensions (ceiling height) dictate that the IVC racks must have an air handling unit (AHU) that is on the side of the rack as compared to top mounted. Also, publications confirm that top mounted AHU cause vibration on the racks that are not conducive for the animal breeding colonies in which we maintain. One AHU must be able to provide supply and exhaust for four single sided racks. 7. The design must allow for optimal visibility of the animals and have water bottles that are on the outside of the cage. It must have superior ergonomics and have an eco-friendly design with exceptional filtration and enhanced containment for optimal animals and operators protection. We need to maintain a standardized environment for best science and reproducible results. 8. The purchase must contain the complete set up including the high temperature cage bottoms, wire lids, bottles, bottle caps, cage card/label holders, high temperature top with outside bottle depressions, microbiological filter and retainer. Accessories (Mandatory) 1 Three (3) transport trolleys and covers for transporting the complete clean cage set ups and for transporting the soiled caging to the cage wash area for sanitizing. 2.
