Description
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." ii. The solicitation number is HHSN-NIH-NHLB-CSB-(HL)-2013-277-DDC and the solicitation is issued as a request for quotation (RFQ). iii. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-069. The total contracted dollar amount, including options will not exceed the simplified acquisition threshold. iv. The North American Industry Classification (NAICS) Code is 334517 and the business size standard is 500 employees. The market research conducted by the Government has determined that there are at least two small businesses with the capabilities to satisfy this requirement. Therefore, This requirement is set-aside for Small Business only. This acquisition is being conducted in accordance with the procedures of FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. v. The National Heart, Lung and Blood Institute (NHLBI) Office of Acquisitions (OA) has a requirement for The Division of Intramural Research (DIR) for the relocation of a Gammacell-1000 Model Isomedix irradiator. The statement of work is as follows: BACKGROUND INFORMATION: A Gammacell-1000 Model Isomedix irradiator is currently used by researchers at the National Institutes of Health / National Heart Lung and Blood Institute (NIH/NHLBI), primarily to irradiate blood components in transfusion bags for transfusion. This irradiator and the researchers are currently housed at a facility leased by the NIH in the city of Rockville, Maryland. This research program, along with all personnel and equipment, will soon be relocated to the main NIH campus in Bethesda, Maryland as a result of the NIH lease at the Rockville facility ending in February 2014. PURPOSE AND OBJECTIVES OF THE PROCUREMENT: The purpose of this project is for the relocation and maintenance of the Gammacell-1000 Model Isomedix irradiator only. CONTRACTOR REQUIREMENTS: The Contractor shall conduct move planning, loading, transportation and installation of the irradiator currently located in Rockville, Maryland to the NIH campus in Bethesda, Maryland, where the irradiator will be housed in its new room. The Contractor shall follow Nuclear Regulatory Commission (NRC) and Department of Transportation (DOT) requirements for the shipping of the irradiator on public highways. Representatives from NIH's Division of Radiation Safety (DRS) shall be present for portions of the irradiator loading and transport, if it is deemed necessary by the Project Officer. The Contractor shall provide all essential means for packing, preparing, shipping and installation of the irradiator to the new location, including but not limited to; planning, labor, equipment rental, packing materials, and all travel expenses for a minimum of two service technicians. After irradiator relocation, a complete preventative maintenance shall be performed by the Contractor, and a summary of the maintenance shall be prepared by the Contractor and provided to NHLBI. The Contractor shall possess a current NRC-approved DOT Transportation Quality Assurance Program to package and transport Type B quantities of Cs-137 as of the Contract Award Date or within a reasonable period of time as defined by the Contracting Officer. The Contractor must develop an emergency procedure plan to implement in the event of an unplanned incident, specific to both NIH locations noted in this statement of work. The Contractor shall provide a minimum of two service technicians to prepare the irradiator for shipment. The service technicians must be named as approved workers under an NRC or Agreement State license. The Contractor shall provide a copy of this license demonstrating the above listed authorization to the NIH's DRS. The Contractor shall have NRC-issued security clearance for unescorted access to the irradiator by the period of performance start date. The Contractor is responsible for the repair of any damage caused to the irradiator or the facility during the relocation project. The Contractor shall provide required scheduling lead times and detailed proposed move duration with the proposal. The Contractor shall responsible for the removal of all debris. The irradiator's new location is currently being prepared as part of an ongoing renovation project. This space must be fully functional prior to the arrival of the irradiator. Completion of this renovation is currently scheduled for February 2014. The irradiator must arrive within 15 business days of the completion of this renovation. Further schedule refinement and coordination between the irradiator move contractor and the NIH will be required to ensure timely delivery. The Contractor shall provide a copy of the detailed move plan, including anticipated lead times for transportation equipment, no later than 15 business days after receipt of contract. The removal, transport, and delivery of the irradiator shall commence as indicated on the contractor's schedule submitted for proposal or at a time agreed upon on by the NHLBI and the Contractor. Prior to the commencement of work, the contractor must first obtain the NIH's DRS official written approval on the work plan. SITE VISIT: A site visit to the existing and future location of the irradiator will be conducted September 9th at 11:30am, starting at the main lobby at 6701 Rockledge Drive, Bethesda, MD. The exact location of the irradiator is sensitive information and will not be released as general information to the public prior to the site walkthrough. Contact the NHLBI Contracting Officer for more information. GOVERNMENT RESPONSIBILITIES: The Government will provide the contractor with a valid radioactive materials license. The NRC will be notified seven (7) days in advance of shipment. The Government is responsible for all security measures and safeguards at the Rockville location and on the NIH's Bethesda campus in accordance with the NIH's license and applicable NRC orders. vi. FAR clause 52.212-1, Instructions to Offerors - Commercial Items, is applicable to this requirement and is incorporated by reference. vii. FAR Clause 52.212-2, Evaluation - Commercial Items, is applicable to this requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Understanding and Capability: The vendor must have a strong technical understanding of the Statement of Work and be able to meet all of the requirements outlined within. 2. Delivery Schedule: The vendor must provide a delivery schedule that meets needs of the Government based on the following: • The Contractor shall provide required scheduling lead times and detailed proposed move duration with the proposal • The Contractor shall provide a copy of the detailed move plan, including anticipated lead times for transportation equipment, no later than 15 business days after receipt of contract • The irradiator's new location is currently being prepared as part of an ongoing renovation project. This space must be fully functional prior to the arrival of the irradiator. Completion of this renovation is currently scheduled for February 2014. The irradiator must arrive within 15 business days of the completion of this renovation. Further schedule refinement and coordination between the irradiator move contractor and the NIH will be required to ensure timely delivery. 3. Past Performances: Demonstrate experience with similar projects as described in the Statement of Work. Submit past performance reports from similar contracts. Demonstrate the ability to perform the job. 4. The directives specifically prohibit the use of contract funds for the provision of food for meals, light refreshments and beverages for any NIH funded meeting or conference; and limit the procurement of meeting space, promotional items, printing and publications with prior approval. The Contractor shall not use contract funds to conduct meetings or conferences without prior written Contracting Officer approval. xiv. There are no Defense Priorities and Allocations System (DPAS) assigned rating is applicable to this requirement. xv. Responses to this request for quotation are due on September 16th 2013 at 10:00 a.m. local time. The award will be made based on the lowest priced technically acceptable quote meeting the Government's requirements. The Government intends to evaluate quotes and award a contract without discussions with the Offerors. Therefore, the initial quote should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all quotes, waive informalities and minor irregularities in quotes received. The Offeror's quote must include an itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the Government's Contractor Registry System. Note: www.ccr.gov. The responses must reference "Solicitation number" HHSN-NIH-NHLBI-CSB-(HL)-2013-277-DDC. All responsible sources may submit a quote which if timely received shall be considered by the agency.
