- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All technical questions regarding this requirement should be directed to Ms. Kelly Mattis at 412-386-7239, e-mail Kelly.Mattis@netl.doe.gov. It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to VENTYX INC. for the license renewal unlimited use of the Ventyx-Energy Velocity Suite. The Ventys Energy Velocity Suite is a critical component of NETL analysis work. NETL has developed significant tools sets and models whose design is based upon the Ventyx Energy Velocity Suite data framework in order to support emergency response and infrastructure analysis. Additionally, the Ventys Energy Velocity Suite has been established on an NETL server and is now accessible to numerous analysts supporting the mission of NETL across multiple program areas. There is no known replacement that is a one to one match in which the government could exchange the current data architecture with another?s vendor?s product. Therefore, due to the integrated nature of the product and the hours of redesign required to replace the Ventys Energy Velocigty Suite with another vendo r?s product, it is in the Governments best interest and would provide the best value to the government to renew the current license agreement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested. If no challenges to acquire this item are received by 5:30 PM ET on September 18, 2013, the government reserves the right to execute an award without publishing further notification. Detailed capabilities, proposals and other documents must be submitted no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax.
