- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All technical questions regarding this requirement should be directed to Mr. David Pation at 304-285-4111, e-mail David.Paton@netl.doe.gov. It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to GENERAL PROJECTION SYSTEMS INC (GPS) to provide all hardware, programming and labor that is required to replace the Polycom 9002 codec installed in NETL Morgantown (MGN) B39-415 and Pittsburgh (PGH) B922-M2 with a Cisco C60 Code as per the attached Statement of Work (SOW) becaus GPS is currently familiar with the two conference rooms because they have been providing system maintenance support since Nov 30, 2011. Having GPS provide and install the new codecs will minimize system installation time and simplify future room maintenance coverage. The new hardware will come with a one year maintenance coverage that will be provided by the installing vendor. NETL/ITD wants to avoid having two vendors responsible for providing maintenance support for systems that support the Director?s conference rooms. Although other organizations may have the technical capability to design and install a system that operate in the Director?s conference rooms, it is not determined to be feasible from either a financial or time basis to solicit competitive offers. Awarding to a third party will complicate maintenance coverage on the systems supporting the NETL Directors Office?s at MGN and PGH. GPS is currently under contract to provide maintenance coverage on the systems supporting the Director?s Conference Rooms. Making an award to another vendor would introduce uncertainty as to which vendor would be responsible for making system repairs. Due to the unique nature of the requirement and the unique opportunity to satisfy these requirements via the GPS services, no action can be foreseen to overcome these existing barriers to competition. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested. If no challenges to acquire this item are received by 5:30 PM ET on August 25, 2013, the government reserves the right to execute an award without publishing further notification. Detailed capabilities, proposals and other documents must be submitted no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax.
