- The solicitation number is 3041383 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Shanghai Laser & Optics Century Company, Ltd. (SLOC), 2688 Yin Du Road, Shanghai, China 20118. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. National Institute on Drug Abuse (NIDA)-Intramural Research Program (IRP) would like to Specialty Lasers for major parts of the opto set-up (8 behavioral boxes and two recording boxes). NIDA lab is interested in the neural circuits mediating associative learning and decision making and how alternations in those circuits contribute to maladaptive behaviors in neuropsychiatric disorders such as addiction. NIDA use rats as a model system to study behaviors and neural circuits that NIDA believe have direct relevance to understanding the human brain. Areas of particular interest include the orbitofrontal cortex, amygdala, striatum, and midbrain dopamine system. NIDA lab uses behavioral tasks based on principles derived from learning theory, combined with single unit recording, lesions, pharmacological and genetic manipulations to test hypotheses about how these areas interact to support learning and adaptive behavior. Shanghai Laser & Optics Century Company (SLOC) is a leading manufacturer, research and development for Diode Pumped Solid State (DPSS) laser products. The requesting laboratory uses behavioral tasks based on principles derived from learning theory, combined with single unit recording, lesions, pharmacological and genetic manipulations to test hypothesis about how these areas interact to support learning and adaptive behavior. The selected equipment is a replicate of existing systems at NIDA. The existing system must be duplicated to ensure experimental paradigms and methods are consistent. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
