- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 3038014 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Med Associates, Inc., P.O. Box 319, St. Albans, VT, 05478-0319. This acquisition is for a commercial item or service and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1966) and the statutory authority: (1) FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c) (1). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. A notice regarding any set-aside restrictions, the associated NAICS code 334515 and the small business size standard 500. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items, and FAR Part 12-Acquisition of Commercial Items. The National Institute on Drug Abuse (NIDA) would like to purchase Twenty-Four (24) modules of mice drug and food self-administration setups. These behavior setups will be used to examine how alternations in dopamine receptor trafficking impacts drug self-administration behavior in mice. They will also be used in combination with cutting-edge in vivo imaging techniques for elucidating dysfunction of neuronal circuits during the development of long-term addiction and relapse in mice. NIDA need to purchase the mice IVSA boxes for behavior assay of drug self-administration in mice. Lower dopamine D2 receptor function increases the risk for drug addition, while restoration of dopamine D2 receptor function offers protective effects against drug addiction. Therefore, understand the detailed molecular mechanisms governing dopamine D2 receptor function will shed light onto novel therapeutic concepts for drug addiction. The long-term goal of NIDA research program is to identify molecular mechanisms that could serve as novel therapeutic targets for substance abuse. Substance abuse imposes enormous health and economic burdens on society. Substantial evidence indicates that lower dopamine D2 receptor (DRD2) function increases the risk for substance abuse. DRD2 function is determined by plasma membrane (PM) abundance of DRD2. To date, the detailed mechanisms regulating PM abundance of DRD2 and their impact on substance abuse remain largely unexplored. Recently, two functionally distinct endosomal recycling pathways for DRD2 were identified in our laboratory: a constitutive DRD2 recycling pathway that determine PM abundance of DRD2, and a dopamine activity-dependent DRD2 recycling pathway critical for DRD2 functional re-sensitization. NIDA propose to elucidate the molecular basis of the regulatory network governing DRD2 trafficking and function, by employing innovative optical imaging techniques in combination with in vitro molecular, cellular and biochemical approaches and in vivo behavior testing. Med Associates, Inc. self-administration boxes are widely used by the research community as the primary choice for drug or food self-administration behavior setups, and IRP investigators also use Med Associates boxes for mice and rat drug self-administration behavior testing. The behavioral equipment on this acquisition is a complete system, all hardware, interface and software is proprietary to Med Associates. MED-P IV is research control and data acquisition software that is the only software compatible with existing MED systems already in use. FAR clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In addition, FAR clause 52.212-2, Evaluation-Commercial Items, applies. Offerors must include a completed copy of the provisions at FAR clause at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
