Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1640145, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69 dated August 1, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a small-business size standard is 500 employees. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure gene expression array chips on a sole source basis from Fluidigm Corporation. Item/Description/Quantity: 5 each - Gene Expression Dynamic Array Chips, 10-96x96, BMK-M10-96.96, to include 20 syringes of Control Line Fluid (150uL), 2 tubes of Assay Loading Reagent (1.5mL), and 2 tubes of GE Sample Loading Reagent (250uL). In obtaining the chips this will allow for the lab to screen many genes in many samples at one time eliminating the need to set up and run hundreds of separate reactions. The integrated fluidic circuits are for the use of real time PCR and genotyping applications. The Dynamic Array on-chip network of microfluidic channels, chambers, and valves that automatically assemble individual PCR reactions, decreasing the number of pipetting steps required by up to 100 fold. This form of technology has been used in the lab, which any other system or reagents would affect existing experiments. Delivery is to be made within 60 days from date of award to the Bethesda, Maryland 20862. The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications, 2) price, and 3) delivery (60 days ARO). The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer - System for Award Management (July 2013). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in SAM will make an Offeror ineligible for award.] All responsible sources may submit offers that will be considered by this agency.
