- Combined Synopsis/Solicitation Violence Risk and Threat Assessment Training for Healthcare Professionals This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-37. The PCO East Contracting Office is soliciting proposals for a contractor to provide armored car transportation services for the VHA Office of Public Health in Washington, D.C. The following Contract Line Item is relevant to this procurement: CLINs 0001: The Contractor shall develop a training module for workplace violence prevention in accordance with the attached Statement of Work (SOW), which is presented at the bottom of this document. Period of Performance: 30 September 2013 through 30 June 2014. This solicitation will result in a firm fixed-price contract. This procurement will be made using the cascading method. The cascading method is specified as follows: 1. Any award resulting from this solicitation will be made using the following cascade order of precedence: 1.1. In accordance with FAR Subpart 19.14 and PL 109-461, award under this solicitation will be made on a competitive basis first to an eligible Service Disabled Veteran Owned small business (SDVOSB) concern, provided that there is adequate competition among such firms. 1.2. If there is inadequate competition for award to a SDVOSB concern, award will be made competitively to an eligible Veteran Owned Small Business (VOSB) concern. 1.3. If there is inadequate competition for award to a VOSB concern, award will be made competitively to an 8a or HubZone small business concern. 1.4. If there is inadequate competition for award to an 8a or HubZone concern, award will be made competitively to a small business concern IAW FAR 19.5. 1.5. If there is inadequate competition for award to a small business concern, award will be made on the basis of full and open competition considering all responsive offers submitted by responsible business concerns. 2. Adequate competition shall be deemed to exist if- 2.1 At least two competitive offers are received from qualified, responsible business concerns at the tier under consideration; and 2.2. Award will be made at fair market prices as determined in accordance with FAR 19.202-6. No price evaluation adjustments will be made. 3. When there is inadequate competition at any tier, an otherwise competitive offer from a responsible business concern at that tier will be considered with the eligible offers for the next lower tier. For example, only one competitive offer is received from a SDVOSB business. That offer will be included with the offer(s) received from all VOSB businesses. If there is still inadequate competition, the offer from the SDVOSB business will then be included with SB offer(s) received; finally, if there is inadequate competition at the SB tier, the SDVOSB offer will be included with all responsive offers. The Request for Proposal (RFP) number is VA268-13-R-0056. The applicable NAICS code is 611430 and the small business size standard is $10 million. TELEPHONIC REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. When issued, the solicitation will be available only by downloading from the Federal Business Opportunities website at https://www.fbo.gov/. The estimated issue date is 2 September 2013, and the anticipated closing date is 11 September 2013 at 5:00:00 PM Eastern Standard Time. The provision at FAR 52.212-1, Instructions to Offerors Commercial applies to this acquisition. An addendum to 52.212-1 Instructions to Offerors-Commercial Items Offers also applies to this acquisition. The addendum is accessible at the bottom of this document. Each proposal will be evaluated using the best value trade-off selection method in accordance with FAR 52.212-2 Evaluation-Commercial Items. The following evaluation factors are given a descending order of preference with technical criteria being most important and price least important: technical criteria, past performance and price. Technical criteria and past performance, when combined, are more important than price. The contract will be awarded to the offeror that provides the best value to the Government in accordance with the addendum to FAR 52.212-2 Evaluation-Commercial Items. VETERANS HEALTH ADMINISTRATION PUBLIC HEALTH WORKPLACE VIOLENCE PREVENTION PROGRAM (10P3D) Statement of Work Title: Violence Risk and Threat Assessment Training for Healthcare Professionals in VHA 1. PURPOSE: Creation of a web-based, electronic web-based online training program that will serve as the principal tool for training healthcare licensed independent providers in the fundamentals of violence risk and threat assessment in healthcare settings. 2. BACKGROUND: The Veterans Health Administration (VHA) is committed to using evidence-based practices to ensure the safety and health of all persons on our campuses. Numerous recent events in corporate, education and public venues underscore the importance of ensuring that the VHA workforce is trained in state-of-the-art, legal and ethical workplace violence prevention practices. VHA is a system of 150+ major medical centers, 1,000+ community-based outpatient clinics and 250,000+ employees. Due to the size and complexity of this agency and current limitations for face-to-face training, an efficient solution proposed would be to create an online, web-based training in violence risk and threat assessment that would be available to the VHA workforce via the Talent Management System (TMS). 3. OBJECTIVES: To provide VHA healthcare providers with basic training in evidence-based, data-driven violence risk and threat assessment through a web-based online training module. 4. SCOPE: In conjunction with SME(s) from VHA's Workplace Violence Prevention Program (WVPP), Employee Education System (EES) and other VA stakeholders, the Vendor will develop a chapter/module-driven online training course. Training developed by the vendor will be based on current referenced evidence-based research supporting the data-driven processes to be presented in the curriculum. Training will introduce types of violence, pathways to violence and risk mitigation strategies. The Vendor will provide the following: " Lead participation in project preparation planning " Curriculum development for the fundamentals of violence risk and threat assessment training " Script writing " Video presence/participation in vignette filming in VHA EES studios " Pre-test and post-test participant evaluation criteria to determine training effectiveness. VHA will provide the following: " Filming studio location (Central US) " Personnel and equipment for filming " Travel/lodging/per diem reimbursement for SME(s) " Electronic learning developer for writing scripts and developing storyboards and graphics based upon materials submitted by the vendor 5. MANDATORY TASKS AND DELIVERABLES The end product will be an online, web-based electronic training module integrated with video vignettes and operational scenarios. Reference list of current evidence-based research supporting the data-driven processes on which training is based will be included in the curriculum. Criteria to establish effectiveness of training to be included. Contractor work will include: " Curriculum development " Script writing " Video presence for filming in VHA studios " Travel " Attendance on project preparation planning and close-out calls " Training effectiveness evaluation protocol 5.1 Task (1) Outline Development: The contractor will develop an annotated and detailed evidence-based curriculum outline, including citations and reference list, for basic training of healthcare providers in the fundamentals of violence risk, threat assessment, and threat mitigation in healthcare settings. The outline will include information on pathways to violence, types/modes of violence, structured clinical judgment approaches to assessing violence risk, and appropriate mitigation strategies for ensuring the safety and health of all individuals in the healthcare environment who would be at risk. Deliverable 5.1.1 The contractor will conduct a curriculum outline briefing with VHA WVPP SMEs, to map out the expanded curriculum outline as described in Task 1. Deliverable 5.1.2 A summary of the Briefing, which reports the concerns of stakeholders and incorporates scope of requisite contract deliverables and schedules. This will also be treated as the Project Plan. Deliverable 5.1.3 The annotated and expanded curriculum outline to be delivered for review and approval by VHA SMEs will include references to support content and any graphics that would be used in training materials. 5.2 Task (2) Scripting & Story Board Development: VHA EES The Vendor will work in conjunction with EES and WVPP in Scripting & Story Board Development. EES will input the Vendor developed training into VHA's learning developer tools, with review and approval by the Vendor. Deliverable 5.2.1 Scripts & Story Board: The vendor will review and comment on the EES developed story boards and scripting. EES will present draft and final products for the Vendor's review. EES may offer drafts for Vendor review in chapter or multi-chapter sets: the vendor will complete its review within the schedule noted at '7. Delivery Schedule' 5.3 Task (3) Filming of Video Vignettes: The content of video vignettes will be produced from Vendor provided content. The contractor will participate in filming at VHA's location. Deliverable 5.3.1 Filming of Video Vignettes: The contractor will participate in VHA's filming of video vignettes developed for the training program. The contractor will travel to a VHA location for this task. Deliverable 5.3.2 Review of Video Vignettes and Final Training Module: The vendor will review the video vignettes developed for the training program and the final draft module. 5.4 Task (4) Training Effectiveness Instrument: The contractor will develop pre and post evaluation criteria to evaluate the effective delivery of training content. Deliverable 5.4 Training Effectiveness Instrument: The contractor will provide draft and final pre and post evaluation criteria to evaluate the effective delivery of training content. 6. To be delivered along with 5.2 deliverables 8. PERIOD OF PERFORMANCE. The contractor shall provide all deliverables within the Delivery Schedule. All contractor work will be completed and billed within 9 months of the award date. 9. PLACE OF PERFORMANCE: All work to be completed at the Vendor's location or virtually except for filming of video at VHA's location. 10. KEY PERSONNEL. 10.1 Substitution of Key Personnel. The Vendor may not change Key Personnel without written approval from VHA. Replacement personnel must meet or exceed all requirements of the solicitation. Key Personnel qualification is the most significant element of this solicitation. 10.2 Qualification of Key Personnel Key personnel identified by the Vendor must be citizens of the United States of America. One or two 'Key Personnel' may be offered for this training project as Subject Matter Expert (SME). At least one (1) Key Personnel must have recognition within the USA psychology practice community as a SME in workplace violence prevention. VHA will give preference to SME applied in health care settings. Education: Doctorate in Clinical or Forensic Psychology earned from an American Psychological Association (APA) accredited doctoral program and completion of an APA accredited Internship. Certification: Board Certification by American Board of Professional Psychology (ABPP) in Forensic Psychology. (If two (2) Key Personnel are offered for this project, only one (1) Key Personnel must hold the certification. Note that all other qualifications in 10.2 must be met by Key Personnel). Licenses: Current license to practice psychology in the United States must be held by Key Personnel. Demonstrated Experience: Minimum experience of 15 years in licensed practice with documented substantial expertise in violence risk and threat assessment. Five (5) years credible threat assessment experience specifically in service to the health care industry is required. Key Personnel must provide documentation of a successful record of consultation and/or training in workplace violence prevention, violence risk and threat assessment, and violence risk mitigation. Publications: Period of required experience (15 years) history of publication in peer reviewed journals (with a substantial number in forensic psychology and violence prevention); published chapters in edited books; and, other contributions to the profession's knowledge base (e.g., documented expert court testimony, consultation to private and federal entities regarding the management of workplace violence. 11. Travel. Travel is required to a VHA location for video filming. The travel location will be a major transportation hub in the Central USA. A two night stay is anticipated with an early (8 am) start on day one of the anticipated 2 day filming session. Travel and lodging expense must meet Federal travel, lodging and per diem requirements, which are available at www.GSA.gov. 12. Type of Contract. Firm-Fixed Price for all deliverables. 13. Changes to the SOW. Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. 12. Government and Contractor Responsibilities. a. The contractor shall maintain frequent communications with the Program Office and the COR to conduct work in progress reviews. Progress reports shall be delivered electronically to the COR, with an electronic courtesy copy to the WVPP. b. The VA is responsible for the following: 1) Filming studio location (Central US) 2) Personnel and equipment for filming 3) Electronic learning developer for writing scripts and developing storyboards and graphics based upon materials submitted by the vendor. 13. FORMAL ACCEPTANCE OR REJECTION OF DELIVERABLES. A final review shall be conducted with the COTR and the WVPP Program Director. Delivery of final review document with incorporated comments from the final review meeting shall constitute acceptance by the VHA. 14. QUALITY STANDARDS FOR DELIVERABLES - PERFORMANCE MEASURES: 14.1 Review of relevant materials. Deliverables shall be timely, comprehensive, thoughtful and relevant presentation of specified documents 14.2 Project Plan. Project Plan shall be timely and comprehensive; recognize and address authority, perceptions, and concerns of stakeholders; incorporate scope of requisite contract requirements. The project Plan will be delivered with the Initial Briefing Report. 14.3 Reports. Reports are submitted on time and include those topics described in the SOW, 14.4 Publications and other documents. Deliverables are timely submission in formats specified by VHA EES. 14.5 Meeting support. Timely and thoughtful pre-meeting preparations and logistics; smooth meeting operations; timely and comprehensive post-meeting summaries. 14.6 Coordination. Contractor collaboration is timely, appropriate and demonstrates cooperative support to VHA. 14.7 Analyses and Assessments. Analyses and assessments are performed with accuracy, comprehensiveness and adherence to industry best practices. 14.8 Obtain relevant stakeholder input. Deliverables are innovative, industry best practices, timely, accurate and comprehensive synthesis of results and recommendations. Integration of relevant stakeholder input documented in deliverables. 15. Access to VA Information and VA Information Systems No sensitive information is provided to the Vendor under this contract. 15.1 Documents submitted to the VA are solely VA property and the contractor has no right of use. VHA will be providing materials that can legally be used and replicated in training of employees (at no additional cost). 15.2 Not accessing VA IT resources under this contract. Contract personnel are not accessing VA information resources. Contractor will have access to EES-provided E-Learning website for review of training module drafts.
