Description
Price Proposal Breakdown Required Unified Facilities Criteria (UFC) Questionnaire Solicitation (SF1449) This requirement is to provide lodging support for the DDG 1000 Pre-Commissioning Unit located at Bath Iron Works (BIW), Bath, Maine. This requirement is for single and/or double occupancy rooms. The period of performance for this requirement will be in two phases. -Phase I: The initial phase of twelve (12) single occupancy rooms and two (2) double occupancy rooms is anticipated to be required from 01 October 2013 through 31 March 2014. -Phase II: Following the initial phase, a second phase could be required, on a monthly basis, from 01 April through 31 August 2014. The second phase will consist of twenty four (24) single occupancy rooms and four (4) double occupancy rooms. Phase II will consist of monthly options. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, using Simplified Acquisition Procedures for commercial items found in FAR 13.5 (Test Program for Certain Commercial Items) as supplemented with additional information included in this notice. This announcement, with the attached solicitation, constitutes the only solicitation; proposals are being requested. Solicitation N62786-13-T-0005 is issued as a Request for Quote (RFQ). This is a solicitation for a firm fixed priced contract which will be awarded based on the best value to the Government. This solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 2005-69 and DPN 20130808. This is a total small business set-aside. The North American Industrial Classification System for this effort is 721110 and the small business size is $30,000,000. The Government anticipates awarding one or more contracts resulting from this solicitation to the responsible offeror(s) whose offer(s) conforming to the solicitation will be most advantageous to the Government. A Trade-Off Source Selection (best value) approach will be used to evaluate the factors. The following factors shall be used to evaluate offers: (i.) Price (ii.) Technical Capability (iii.) Past Performance The Government may elect to distribute the required rooms over multiple contractors based on room type (single or double occupancy) and phase (Phase I or Phase II). Offerors submittal must include: 1. Completed DDG 1000 Crew Lodging Price Breakdown Spreadsheet 2. List of References, to include: a. Brief description b. References/Points of Contact 3. Contractor's Technical Proposal, to include: a. Completed Unified Facilities Criteria (UFC) questionnaire b. Technical Requirements: i. Meet or exceed minimum technical requirements ii. Other amenities 4. Representations and Certifications Offers are due no later than 12:00 PM on 17 September 2013. Email, mailed, or hand delivered quotes are acceptable.
