Solicitation VA69D-13-R-1810 - IDIQ for AE Design Services at the Tomah VAMC in Tomah, WI This is a Request for Standard Form 330, not a Request for Proposal. This Solicitation is a Service-Disabled, Veteran Owned Small Business set-aside for vendors listed in CCR under NAICS Code 541310. The area of consideration is limited to vendors with an official business address registered in the federal System for Award Management (SAM) www.SAM.gov and is located within a 250 mile driving radius of Tomah, WI. The selected contractor shall provide professional architectural, engineering and commissioning consultant services during design, construction, occupancy and post-acceptance phases of various construction and renovation projects at the Tomah VAMC in Tomah, WI. Services shall include, but are not limited to conducting site investigations, analysis, design, calculations, preparation of working drawings and specifications, cost estimating, Construction Period Services, submittal reviews providing replies to RFIs, generating as-builts and conducting site visits through the construction phase of the project. Projects for which commissioning services are required may include new facilities construction, additions to existing facilities and/or renovation alterations, maintenance, repair or upgrades to existing facilities. Task Orders will be issued for individual projects. The contract will be issued for a base period of one (1) year with two additional one (1) year options; a guarantee minimum of $25,000 shall be applied to this contract. Individual task orders shall not exceed $500,000 or be less than $2,000. Total fees paid under the resultant contract shall not exceed $1,499,999 including the option year(s). Submit two (2) hard copies of SF 330 (and one email.pdf copy to Kristi.kluck3@va.gov ) with appropriate documentation by close of business October 4, 2013. Submit information to the following address: Department of Veterans Affairs Great Lakes Acquisition Center 115 S. 84th Street, Suite 101 Milwaukee, Wisconsin 53214-1476 Attn: Kristi Kluck Selection criteria will be based on the following: 1.)Professional qualifications necessary for satisfactory performance of required services; 2.)Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 3.)Capacity to accomplish the work in the required time; 4.)Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5.)Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project, and 6.)Acceptability under other appropriate evaluation criteria, including, but not limited to the following: a.Team proposed; b.Proposed management plan; c.Previous experience of proposed team; d.Location of facilities of working offices; e.Proposed design approach; f.Project control; g.Estimating effectiveness; h.Sustainable design; i.Miscellaneous experiences and capabilities; j.Awards; k.Insurance and litigation; No bid package is available for this information request. This is not a Request for Proposal (RFP); rather it is a procurement to collect SF-330s to establish qualifications.
