- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis Ion Chef emulsion PCR and chip loading workstation from Life Technologies, 805 Lincoln Centre Drive, Foster City, CA 94404. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be within 90 days after award. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor shall furnish one Ion Chef emulsion PCR and chip loading workstation. The Molecular Diagnostics Laboratory of the Laboratory of Pathology performs molecular testing to assist in the diagnosis of a variety of cancers. The laboratory develops tests that assist in pathologic diagnosis, predict prognosis and identify potential targets for rational personalized therapies. It is currently the only Clinical Laboratory and Improvements Amendments and College of American Pathology approved clinical laboratory within the NCI certified for performing molecular oncology testing on materials from NIH patients. Next generation sequencing approaches provide a technology that enables rapid identification of potential targets for therapy, through multiplexed genetic mutation screening. The lab acquired one Ion Torrent PGM in 2010 from Ion Torrent, now a part of Life Technologies, Inc. Continuous improvements in workflow have led to the development of an automated emulsion PCR and chiploading system tradename "Ion Chef". The PGM is currently the only Next Generation Sequencing (NGS) that has the capacity to provide rapid (1-2 hrs) and deep sequencing data (in excess of 90Mb of sequence) required for clinical investigation and reporting of genetic alterations in cancer patients. The Ion Chef emulsion PCR and chip loading workstation will allow the laboratory to continue development of advanced cancer testing using NGS technologies for the benefit of the patients enrolled in NCI clinical protocols. The Ion Chef improves automated emulsion PCR and provides new capability for automated chip loading, which will improve sensitivity and precision of mutation detection, thereby enabling clinical implementation of a new NGS mutation panel. Ion Chef emulsion PCR and chip loading workstation must be compatible with the existing PGM. The Ion Chef system is proprietary to Life Technologies. No other combination emulsion PCR preparatory station and chiploading station is available and/or compatible with the PGM. This notice is not a request for competitive quotation. However, if any interested party especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11 AM EST, on September 10, 2013. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
