- SPM4A8-13-X-0061 The DLA -Aviation-VICA, Industrial Plant Equipment Division, Richmond, VA, intends to procure a Blanchard Grinder, Model 32-D-60, in accordance with the specifications listed in solicitation number SPM4A8-13-X-0058. DLA intends to procure the product and services as a Brand Name or Equal procurement for a specified manufacturer and part number. Full and Open Competition. The anticipated award will be made as a firm, fixed-price contract. The award shall be based on price trade-off with past performance and technical acceptability.
