- This is a follow-on requirement for providing Information Technology (IT) Support Services for the Network Enterprise Center (NEC) at Fort Hood, Texas in accordance with the Performance Work Statement (PWS). A short synopsis of required services extracted from the PWS is as follows: The Contractor shall provide personnel, management, information assurance, patch management, telecommunications support, business services support, infrastructure documentation, server applications support, web/portal services support, network management support, and integration of these functions necessary to provide the Fort Hood NEC and all units under the Fort Hood NEC purview, service support as defined in this PWS. The Government's Baseline Staffing Estimate for this requirement per year is as follows: Information Assurance @ 13,440 Net Productive Hours (7 Full Time Equivalents) Intermediate Level System Administrator/Database Administrator @ 1,920 Net Productive Hours (1 Full Time Equivalent) Intermediate Level System Administrator/System Center Configuration Manager @ 1,920 Net Productive Hours (1 Full Time Equivalent) System Administrator @ 3,840 Net Productive Hours (2 Full Time Equivalents) Telecommunications Support (Inside Plant) @ 5,760 Net Productive Hours (3 Full Time Equivalents) Telecommunications Support (Outside Plant) @ 5,760 Net Productive Hours (3 Full Time Equivalents) System Administrator/Desktop Patch Management @ 9,600 Net Productive Hours (5 Full Time Equivalents) Desktop Software and Peripheral Support @ 21,120 Net Productive Hours (11 Full Time Equivalents) Accounting Clerk II @ 5,760 Net Productive Hours (3 Full Time Equivalents) Drafter/CAD Operator III @ 3,840 Net Productive Hours (2 Full Time Equivalents) Note: The above staffing estimate does not include contingency work requirements, which may be included in the solicitation and would further increase the size of this requirement. If contingency work requirements are necessary, these requirements will be defined in sufficient detail when the solicitation is released. The Government anticipates a 12-month base period of performance and two 12-month option periods with an anticipated performance start date of 1 April 2014. To be considered for award, the Contractor MUST have a TOP SECRET FACILITY CLEARANCE. The North American Industry Classification System (NAICS) code for this requirement is 541513, Computer Systems Facilities Management and Operation Services - Small Business Size Standard is $25,500,000. Since this requirement has already been accepted by the Small Business Administration under the 8(a) Program (Federal Acquisition Regulation 19.203) the Government anticipates soliciting this follow-on requirement as an 8(a) set-aside. Therefore, to support an 8(a) set-aside strategy, it is particularly important that interested and capable 8(a) contractors provide the following feedback/response: (1) If you are an 8(a) contractor that performs on contracts under NAICS 541513 and plan on participating in the competition of this acquisition, please provide information relative to past performance and/or similar experience (capability statement). Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or a Commercial type contract); (2) state your business size and approximate annual gross revenue; (3) list your specific small business category (if applicable) for your company whether (a) HUBZone Small Business; (b) Small Disadvantaged Business; (c) 8(a) Firm; (d) Women-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; and (g) other (explain); (4) provide your company's name, CAGE code, DUNS, address, point of contact, telephone number, and e-mail address; (5) provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract in providing quality services to Fort Hood, TX. If your company is not an 8(a) company but otherwise meets all experience and security requirements you are still highly encouraged to respond to this notice. In the event sufficient interest and/or capabilities from 8(a) contractors is not received to support an 8(a) set-aside strategy then the Government may consider a different set-aside strategy and the results of this notice are likely to influence that determination, should it become necessary.
