- Presolicitation Notice The Department of Veterans Affairs, John D. Dingell Medical Center, 4646 John R. Street, Detroit Michigan is seeking a contractor to conduct an examination of the current processed being used to handle the workload within the Pathology and Laboratory Medical Service (PALMS). The contractor shall conduct an examination of the technology being used within PALMS. The contractor shall conduct an examination of the space and layout currently being utilized within PALMS. The contractor shall conduct a labor productivity review examining the current workload within PALMS. Upon completion of the aforementioned examinations, the contractor shall conduct benchmarking of the current status against the Pathology and Laboratory Medicine community. This benchmarking should be conducted by creating custom benchmarks based on the size, complexity, environment, and patient population of the Detroit VA Healthcare System. Upon completion of all examination, evaluation, and benchmarking a study must be compiled and presented both in person and in writing to the hospital leadership of the Detroit VA Healthcare System that details the findings and recommendations of the contractor. This item must include the following requirements: analysis of the current space and layout of PALMS, including recommendations and opportunities to improve the use and layout of the available space; a review of the custom benchmarks that were created, as well as a detailed review of how PALMS compares to these benchmarks; analysis and recommendations as to how the PALMS could increase the efficiency of their processes; analysis and recommendations regarding technology, including recommendations of the technology that could improve the general efficiency of the delivery of laboratory services going forward. The contract will begin on or about October 1, 2013 and shall be for an estimated 60 days from date of award. A complete solicitation-Request for Quote (RFQ) will be posted on or about September 10, 2013. RFQs will be due on or about September 23, 2013.
