- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U. S. Army Medical Materiel Agency (USAMMA) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Emergency Care Research Institute (ECRI), 5200 Butler Pike, Plymouth Meeting, PA 19462-1241, for the procurement of health device alerts. Specifically, the government will purchase the following items: Two (2) ECRI Software Licenses; one (1) Bench Marking; and one (1) Health Devices Alert The end user has a requirement for health device alerts in support of Army assets. The system shall be used to distribute in depth health devices alerts to Army TOE medical units. This system shall allow rapid dissemination of alerts critical to equipment that may cause severe injury or death to patients. The system shall consist of email alerts from ECRI Institute to the all of end users. This will allow unrestricted dissemination of vital health device alert information. In addition, all personnel requiring HD Gold access shall have internet access to the ECRI Institute website. The government also requires a web based solution that provides device evaluations and delivers comprehensive information and insights needed to understand, compare, and make informed purchasing decisions for the medical equipment acquisition process. The North American Industry Classification System (NAICS) for this requirement is 519190 and the size standard of $7.0M. This announcement constitutes the only notice by the government; a written solicitation will not be issued. Interested persons may identify their interest by submitting a capability statement, proposal, or quotation to the point of contact listed below. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects eight (8) days after the publication of this notice, the purchase will be awarded without further remarks. All questions and responses concerning this notice shall be emailed to Ms. Sheila Watford at sheila.r.watford.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 5:00 pm EST, Wednesday, September 11, 2013.
