- The ACC-Redstone, on behalf of the Aviation and Missile Research, Development and Engineering Center (AMRDEC), Weapons Development and Integration Directorate, intends to issue a Cost Plus Fixed Fee contract for services to: to design and procure flight and qualification Thermal Protection System (TPS) hardware for the Platform Integration Function. The period of performance is from date of award through seventeen (17) months thereafter. Based on market research, the Government is not utilizing the policies contained in the Federal Acquisition Regulation (FAR) Part 12. Authority cited: Statutory authority permitting other than full and open competition for the requirement is 10 U.S.C. 2304(c)(1), as implemented by paragraphs 6.302-1 of the FAR, entitled, quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. quote mark This acquisition will be sole source to ATK Launch Systems, Inc., 9160 North Hwy 83 Corrine, UT 84307. ATK provides the specialized hardware and carbon-carbon material for this requirement. Consequently, they are the only source known to the Government at this time that is currently capable of providing the specific carbon-carbon material requirements involved with this acquisition. ATK is the only known source that can provide the specialized hardware and 2D tape wrap CC material for this requirement.
