Description
National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB). plans to procure on a sole source basis services to create a database from data on a cohort of Barrett's esophagus patients from Kaiser Foundation Research Institute, 1800 Harrison Street, 16th Floor, Oakland, CA 94612. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/HREB, is conducting a study to assess the cancer incidence and mortality experience of a Barrett's esophagus cohort, as well as whether body mass index, gastroesophageal reflux, or metabolic syndrome are associated with risk of progression to esophageal adenocarcinoma. This procurement will be used to obtain data on a cohort of Barrett's esophagus patients diagnosed at Kaiser Permanente Northern California. The cohort will include individuals diagnosed with Barrett's esophagus at any age. Barrett's esophagus will be defined as having either at least one instance of the Barrett's esophagus-specific ICD-9 code 530.85 or at least one instance ICD-9 code 530.2 and one instance of SNOMED code M73330. NCI will use the first instance of any of these codes as the diagnosis date of Barrett's esophagus and as "time 0" for subsequent time-to-event analyses. For all subjects NCI will obtain from their electronic medical and pharmacy records information on body mass index, gastroesophageal reflux, metabolic syndrome, cancer diagnoses, death certificate information, and potentially important confounders such as sex, age, race/ethnicity and other variables. The contractor shall curate a pseudonymized Barrett's esophagus database as well as cancer rates for the study population of at least 3 million adult men and women of multiracial/ethnic background. The contractor shall have access to a population with prospective, sequential, and detailed data on medical history, prescription medications, cancer incidence and mortality. The cancer outcomes shall include date of diagnosis, anatomic subsite, histologic type, and tumor stage and grade at diagnosis. The database will be provided to the NCI for further analysis. The proposed project requires a large general population of healthy subjects with regular medical care and who have electronic medical data, prescription drug data, as well as information on cancer incidence and mortality. These subjects then had to be followed prospectively over a sufficient number of years to observe any new diagnosis of cancers of the esophagus. Because these cancers are rare, a very large study population is needed to have adequate power for detailed evaluation. NCI also requires a comprehensive database of subject prescription drug use to code the exposures. In addition, it is important to evaluate and control for the potential confounding effect of a few well-established factors for these cancer. The Kaiser Foundation Research Institute is uniquely qualified to carry out the tasks specified in the procurement because it meets all of the specified criteria. This database and rates will be curated using the electronic databases available at Kaiser Foundation Research Institute, an integrated managed care consortium The Northern California Kaiser Permanente has a current membership of over 3.2 million individuals. It is also the earliest established plan (since 1942) among the network of HMOs, ensuring both a large study population size and a sufficient length of follow-up to observe incident cancer diagnosis. Importantly, the plan has an electronic medical data that extends back to 1992. More detailed data on potential confounding factors are available in these data. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on September 17, 2013. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
