- Notice of Intent The U.S. Securities and Exchange Commission (SEC), Washington, DC intends to award a sole source contract to Meta Heuristica LLC, 13028 Cobble Lane, Clifton, VA 20124-1098; small business entity. This will be a one (1) year purchase order (PO) beginning on September 11, 2013 through September 10, 2014. The services will provide two (2) SEC users with the following: - A data library of SEC 10-K filings from 1997 to the present, along with complex searching, data, and text analytical capabilities. - The ability to run data queries at the sub-document level, in order to compare or analyze text within a specific section of filings, such as, but not limited to, the Management's Discussion and Analysis or Legal Proceedings sections of 10-K submissions. - The ability to conduct compound proximity bulk queries, including highly complex queries, and return search results quickly. Complex queries may include extracting sections of a document that contain many words, or permutations of words, from many separate lists, where the words appear in proximity within a stated range of numbers of words. - Text oriented visualization tools for query responses, such as sentence tree views, or displays of word frequency. - The ability to quickly extract and download unlimited amounts of raw data, or data resulting from queries, and to save to the user's hard drive. - Topic modeling capability, such as Latent Dirichlet Allocation analysis, to quickly analyze, organize, and display key topics in the corpus of 10-K filings. The contract action is for services for which the Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice. Any responses to this notice of contract action shall be submitted to Ms. D'Jaris Gladden, GladdenD@sec.gov no later than 12:00 PM, ET, September 6, 2013.
