Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 13.5 and 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Loop Stability Analysis System, Qty 1. NASA Glenn Research Center is in need of a loop stability analysis system for lab testing purposes. The overall requirements system and associated accessories are specified below. Qty 1 Venable Model 350c05 or equivalent. - Shall have a frequency range of 10 uHz to 5 MHz for a sine wave, and 1 mHz to 1 MH for a square wave - Shall have 3 isolated, floating to + 600 V peak, analyzer channels - Shall have an amplitude of 1 mV to 10 V - Shall have modes consisting of single frequency, sine sweep and linear sweep steps - Shall have a log sweep of 0.1-2000 steps per decade, 10 mHz-15 MHz step - Shall be able to dynamically adjust the output to maintain a constant input level - Shall have a switchable 50 ohms/2 ohms output impedance - Shall have a 600 V isolation from chassis ground - Shall have a measurement frequency range of 10 uHz to 5 MHz - Shall have a selectable input impedance of 50 ohms or 1 Meg ohm - Shall have a measurement accuracy of + 0.03 dB + 0.1 dB/MHz; + 0.4 deg + 1 deg/MHz - Shall have an input range of 10 mV to 500 Vpeak Full Scale in 11 ranges, auto-ranging - Shall have a dynamic range of 120 dB - Shall have a maximum input of + 500 V peak - Shall have a maximum input withstand voltage of + 600 V peak - Shall have an IEEE-488 interface for Windows - Shall have a bandwidth resolution of 1-9999 cycles, 20 msec-100 Ksec time - Shall weigh no more than 12 lbs - Shall have dimensions not greater than 17x10x3.5 inches Qty 1 Shall include an input/output impedance measurement set: - Output power of 293 watts into 4 ohms - Power amplifier output voltage of 34.2 Vrms into 4 ohms - Secondary of transformer output voltage of 16.5 Vrms into 1 ohm - 100 amps direct current through transformer without core saturation Qty 1 Shall include an automatic RLC measurement package for evaluation of components including compensated capacitor values, Equivalent Series Resistance, and Equivalent Series Inductance Qty 1 Shall include calibration certification to MIL-STD-45662A, ISO9002, ANSI/NCSI 7 540-1 and NIST or NPL standards The provisions and clauses in the RFQ are those in effect through FAC 2005-69.This procurement is a total small business set-aside. See Note The NAICS Code and the small business size standard for this procurement are 334515 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 4 weeks ARO. Delivery shall be FOB Destination. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, past performance, and price. Price may be evaluated separately. This means that award will be conducted on a BEST VALUE basis. It is critical that offerors provide adequate detail to allow evaluation of their offer. The following factors will be used to evaluate offers: 1)Technical Merit The ability of the offeror to successfully meet the required delivery schedule and the minimum specifications for all technical requirements. 2)Past Performance The Government will consider information submitted by the offeror, information in the Past Performance Information Retrieval System (PPIRS) and information in the Federal Awardee Performance and Integrity Information System (FAPIIS). Information submitted by the offeror should show its relative past performance in manufacturing or supplying water coolant pumps of a similar type requested. References are appreciated. 3)Price / Cost The ability of the offeror to provide a fair and reasonable price Offerors must include completed copies of the provision at 52.212-3 (APR 2012), Offeror Representations and Certifications - Commercial Items with their offer.
