This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is a 100% Small Business set-aside. NAICS is 541380 and the size standard is $14 million dollars. The National Park Service (NPS) requires laboratory processing of Rocky Mountain Inventory and Monitoring Network (ROMN) biological samples. Samples are collected using the United States Enviornmental Protection Agency's Enviromental Monitoring and Assessment Program (US EPA EMAP) stream protocol from a broad spectrum of systems in four (4) ROMN parks including wadeable and non-wadeable streams, large substrate rivers, steep gradient step-pool streams, low gradient sand substrates, etc. Samples will be delivered to awardee for analysis. Please see attachment for exact requirements. Line Items: (1)Biological sample testing: base year (2)Biological sample testing: option year Period of Performance: Base Period: Three (3) years, beginning the date of the award (2013-2016). Option Period: Two (2) years, beginning the end of the base year period of performance (2016-2018). Anticipated award date: September 18, 2013 Interested parties, who believe they can meet all the requirements for these services described in this synopsis, are invited to submit in writing a complete quote. Offerors are required to submit with their written quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis, including cost for each option year. Award will be made to the lowest priced, technically acceptable offer that is most advantageous to the Government (see attachment on FedConnect). Vendors shall include with their quote the following: 1.Price quote for base and option years on signed copy of SF-1449 2.Vendor's Standard Operating Procedures (SOPs) 3.Vendor's Quality Assurance / Quality Control (QA/QC) procedures 4.Brief description of vendor's access to voucher collections to verify identifications 5.Corporate Experience (see attachment on FedConnect) 6.
