Description
Conference Facility in the Washington DC Area Request for Information This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Request for Information (RFI). The Air Force will NOT be responsible for any costs incurred by interested parties in response to this RFI. This FedBizOpps notice is an announcement seeking market information for businesses capable of providing the product as described herein. The 6th Contracting Squadron (6 CONS) is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside of the agency. Such information will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience in providing the same or similar items described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 611710, and a positive statement of interest to submit a proposal. The 6th Contracting Squadron (6 CONS) is seeking information regarding a Conference Facility in the Washington DC Area. The following information is requested: The Joint Special Operations University (JSOU) requires a conference facility in the Washington D.C. area for 12 events from October 2013 to September 2014. Three events will be Combating Terrorist Networks Interagency Seminars (CbTNIS). Two will be a Combating Terrorism Executive Interagency Seminar (CbTEIS), three will be a Special Operations Forces Interagency Collaboration Course (SOFIACC), and Four will be a Special Operations Staff Education Program - National (USEP-N). To conduct the CbTNIS, the facility must meet the following conditions: 1. Available from 24 - 28 February 2014, 2 - 6 June 2014, and 8 - 12 September 2014. 2. Less than 45 minute drive from Crystal City and the Pentagon to accommodate the schedules of local speakers with limited availability. 3. One large dedicated classroom or conference room with chairs arranged in a "U" shape around a conference table that facilitates lecture/seminar style instruction for up to 40 people. 4. Break area capable of accommodating up to 45 people. 5. The capability to receive classified material at the SECRET level through the postal system, safely store it for up to one week prior to the course, and then transmit it via the postal system at the conclusion of the course. 6. The ability to facilitate the presentation of classified material at the SECRET level. 7. Audiovisual equipment for the classroom capable of projecting both classified and unclassified PowerPoint presentations. 8. Dedicated audiovisual support technician. 9. Copier support. 10. At least four terminals with internet access for use by attendees during breaks and the lunch period. 11. Dedicated and readily available parking for up to 45 vehicles. 12. Efficient access control that facilitates student flow in the morning and during the lunch period. To conduct the CbTEIS, the facility must meet the following conditions: 1. Available from 5 - 6 March 2014 and 30 - 31 July 2014. 2. Less than 45 minute drive from Crystal City and the Pentagon to accommodate the schedules of local speakers with limited availability. 3. One large dedicated classroom or conference room with chairs arranged in a "U" shape around a conference table that facilitates lecture/seminar style instruction for up to 30 people. 4. Break area capable of accommodating up to 45 people. 5. The capability to receive classified material at the SECRET level through the postal system, safely store it for up to one week prior to the course, and then transmit it via the postal system at the conclusion of the course. 6. The ability to facilitate the presentation of classified material at the SECRET level. 7. Audiovisual equipment for the classroom capable of projecting both classified and unclassified PowerPoint presentations. 8. Dedicated audiovisual support technician. 9. Copier support. 10. At least four terminals with internet access for use by attendees during breaks and the lunch period. 11. Dedicated and readily available parking for up to 45 vehicles. 12. Efficient access control that facilitates student flow in the morning and during the lunch period. To conduct the SOFIACC, the facility must meet the following conditions: 1. Available from 28 October - 1 November 2013, 5 - 9 May 2014, and 4 - 8 August 2014. 2. Less than 45 minute drive from Crystal City and the Pentagon to accommodate the schedules of local speakers with limited availability. 3. One large dedicated classroom or conference room with chairs arranged in a "U" shape around a conference table that facilitates lecture/seminar style instruction for up to 40 people. 4. Two additional break-out rooms with audiovisual support that can be used for small group work on exercises. 5. Break area capable of accommodating up to 45 people. 6. The capability to receive classified material at the SECRET level through the postal system, safely store it for up to one week prior to the course, and then transmit it via the postal system at the conclusion of the course. 7. The ability to facilitate the presentation of classified material at the SECRET level. 8. Audiovisual equipment for the classroom and breakout room capable of projecting both classified and unclassified PowerPoint presentations. 9. Dedicated audiovisual support technician. 10. Copier support. 11. At least four terminals with internet access for use by attendees during breaks and the lunch period. 12. Dedicated and readily available parking for up to 45 vehicles. 13. Efficient access control that facilitates student flow in the morning and during the lunch period. To conduct the USEP-N, the facility must meet the following conditions: 1. Available from 19 - 22 November 2013, 18 - 21 March 2014, 24 - 27 June 2014, and 16 - 19 September 2014. 2. Less than 45 minute drive from Crystal City and the Pentagon to accommodate the schedules of local speakers with limited availability. 3. One large dedicated classroom or conference room with chairs arranged in a "U" shape around a conference table that facilitates lecture/seminar style instruction for up to 40 people. 4. Two additional break-out rooms with audiovisual support that can be used for small group work on exercises. 5. Break area capable of accommodating up to 45 people. 6. The capability to receive classified material at the SECRET level through the postal system, safely store it for up to one week prior to the course, and then transmit it via the postal system at the conclusion of the course. 7. The ability to facilitate the presentation of classified material at the SECRET level. 8. Audiovisual equipment for the classroom and breakout room capable of projecting both classified and unclassified PowerPoint presentations. 9. Dedicated audiovisual support technician. 10. Copier support. 11. At least four terminals with internet access for use by attendees during breaks and the lunch period. 12. Dedicated and readily available parking for up to 45 vehicles. 13. Efficient access control that facilitates student flow in the morning and during the lunch period. For the purpose of this RFI, the anticipated North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training, and the small business size standard is $10.0 million.
