- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis coordination services for the Taiwan study centers of the AsiaLymph Study from University of Chicago, 5841 S. Maryland Ave., MC 2007, Rm. N101E, Chicago, Illinois 60637. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6.. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be for twelve (12) months from date of award. The contribution of environmental, occupational and genetic factors to lymphoma has generated a series of novel, cutting edge findings in studies of Caucasians. However, the ability to follow-up, confirm and extend these observations has become limited in Western populations, due to the low prevalence and limited range of several important chemical exposures and the high to complete linkage disequilibrium between key candidate genetic loci. Therefore, it is necessary to investigate populations that differ from Caucasians in both exposure patterns and underlying genetic structure. To this end, the National Cancer Institute funded hospital-based case-control study of lymphoma (AsiaLymph) is being conducted in Taiwan, Hong Kong, and Chengdu and Tianjin in Mainland China. The major postulated risk factors for evaluation in this study are chemical exposures such as organochlorines, trichloroethylene, and benzene. To properly assess these exposures among lymphoma cases and controls, accurate and historical data assessing organochlorines, trichloroethylene, and benzene levels in the various workplaces is critical. A particularly noteworthy aspect of AsiaLymph is central pathology review with immunophenotyping, which will enable accurate analysis of findings by molecular and histologic subtypes. AsiaLymph should confirm and extend previous findings, and yield novel insights into the causes of lymphoma in both Asia and the West. The purpose of this procurement is to support the review and management of the AsiaLymph study-related activities in 7 Taiwanese hospitals (Dalin Tzu Chi General Hospital, China Medical University Hospital, Kaohsiung Chang Gung Memorial Hospital, Chia-Yi Christian Hospital, Kaohsiung Medical University Hospital, National Cheng Kung University Hospital, and Chi-mei Medical Center Hospital) that are enrolling subjects into the AsiaLymph study. The Contractor shall review and manage AsiaLymph-related activities at the 7 Taiwanese hospitals that are enrolling subjects. They will also organize and conduct site-visits with the Taiwan study center and hospitals every 4 months. In addition, the Contractor shall monitor, organize and coordinate shipments of biological samples from Taiwan. The University of Chicago has served as coordinating center for Taiwan component in AsiaLymph study under a previous contract and managed all aspects of the AsiaLymph study for the participating hospitals in Taiwan, which are included in the Dalin Tzu Chi General Hospital System. University of Chicago is on the forefront of this field and previously collaborated on epidemiological initiatives with the Chang Gung Memorial Hospital System and the Tzu Chi General Hospital System. To successfully manage these hospitals, the Contractor must have efficiently and productively worked with clinicians, pathologists, epidemiologists, and hospital administrators within the Dalin Tzu Chi General Hospital Systems. Extensive discussions with collaborators in Taiwan and international experts at national and international scientific meetings, and extensive internet and literature searches (i.e. PubMed and Scopus) identified the University of Chicago as having previously collaborated on epidemiological initiatives with these hospital systems. As such, the University of Chicago is the only known source to fulfill the tasks of this procurement. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The responses and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00EST, on September 18, 2013. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
