- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR A PURCHASE ORDER WITHOUT PROVIDING FULL AN OPEN COMPETITION (INCLUDING BRAND NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institutes of Mental Health intends to negotiate and award a fixed price purchase order without providing for full and open competition (Including brand-name) to The Broad Institute, Inc. 7 Cambridge Center, Cambridge, MA 02142. The intended procurement is classified under NAICS code 541712 with a size standard of 500 employees. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69, August 1, 2013. This acquisition is conducted under the procedures as prescribe in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contract awarded using FAR Part 13 -Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6 - Competition Requirements. Description of Requirement: Professional Service Metabolomic Studies on Obesity. The objective is to assess metabolites in blood samples of participants in the Health, Aging, and Body Composition Study, and NIA R&D contract-funded cohort study that has been ongoing for approximately 16 years. The purpose is to relate metabolites to measures of obesity and obesity-related outcomes including diabetes and disability, as detailed in the Statement of Work. This work is aligns with NIA's research goal to improve the understanding of healthy aging and disease and disability among older adults. Background: Metabolomics, the general name for the study of metabolites of a subclass of chemical reactions that help to maintain body function in everyday life, is useful for studying metabolic diseases, can provide insight into disease pathways, and discovery of novel biomarkers of disease. There are few studies in this area, especially studies of older persons and African-Americans. Advances in metabolic profiling have made it possible to measure hundreds of metabolites. This can be done in laboratories with dedicated metabolic platforms consisting of state-of-the-art liquid chromatography, gas chromatography, and mass spectroscopy, and with rigorous quality control of all these methods. Not all laboratories with these capabilities can handle the large numbers of specimens that are processed in epidemiologic studies such as the Health, Aging, and Body Composition Study; while they may be excellent laboratories, they do not have the expertise to maintain the high level of quality control for processing hundreds of samples over time, which may require additional controls for batch processing or other adjustments to make sure that all specimens from the study adhere to the same standards. The determination by the government to award a contract without providing full and open competition (including brand name) is based upon market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that there other companies with the capability of performing metabolomics analysis. However, to continue ongoing research collaboration projects between the Broad Institute, Inc and the National Institute on Aging, it is in the governments best interest not to change the contractor at this time so that the integrity of the research will not be jeopardized by introducing new variables into the experimental results which may result in incorrect interpretation of the research being conducted. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capabilities in response to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, lit price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS)m the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. The information received will normally be considered for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
