- This is a combined synopsis/solicitation to negotiate a firm fixed price, level of effort type contract for sleeping rooms for one training session to be held December 2-6, 2013 in Omaha, NE. The U.S. Department of Agriculture, Food Safety and Inspection Service, (USDA/FSIS), intends to set up a contract to pay for the sleeping rooms for its employees (The attendees, as well as, the traniners are Government employees). USDA will only consider proposals submitted directly from hotels. NAICS Code 721110 and the small business size standard is $30 million. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-69. To be eligible for award under this solicitation, the hotel facility MUST be listed with current status on the System for Award Management (SAM) (www.sam.gov) and be FEMA approved and listed on the U.S. Fire Administration Hotel and Motel National Master List found at (www.usfa.fema.gov/hotel/search.cfm). Proposed facilities not listed in the SAM and FEMA lists, will be rejected as technically unacceptable. In addition, the offerors facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12010 et. seq.). Please include your FEMA number with your proposal submission. PART A: Hotel Lodging The Government would like to procure a block of sleeping rooms for participants and trainers in the following manner: Session Dates Number of Students Number of Trainers 12/02/2013 - 12/06/2013 15 3 Lodging should be within walking distance (0.6 miles) to the Edward Zorinsky Federal Building, 1616 Capitol Avenue, Omaha, NE -which is where the training will take place. If the hotel is not within walking distance tranportation should be provided to and from the training facility for all attendees. If transportation will be provided then the hotel must be within 10 miles of the training facility. The Government is only responsible for lodging and any other items are the responsibility of the guest. It will be at the discretion of the attendees whether they make their reservation to stay from Sunday-Friday or from Monday-Friday. Hotel must be easily accessible and include handicap accessibility. The hotel will only charge for the actual number of rooms rented to personnel attending the training sessions. Rooms that are not occupied will not be charged to the Government. Rooms must be individual/private sleeping rooms at or below the government per diem rate for Omaha, NE. Payments for sleeping rooms will be made by purchase order, the order will be set up where actual expenses will be billed against it. A cut-off date shall be provided in your offer that states when room reservations must be made. (The agency prefers that the rooms remain blocked until two (2) days prior to the start of each training session.) PART B: Prospective offerors are to submit a quote that includes a written proposal addressing types of accommodations to be provided. Proposals are to include total and itemized rates/prices per night/per room. A purchase order will be awarded to the offeror that poses the overall best value to the government price and other factors considered. Proposals will be evaluated based on 1) Technical Acceptability 2) Price (please provide a breakdown of room rate and any taxes owed), 3) Added Value (any additional items that are provided to guests, such as breakfast, health club access, etc) Technical Acceptability is a go/no-go factor. After which price is most important and then added value will be considered as price becomes equal. This requirement will be procured under FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5 as supplemented with additional information included in this notice. FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, must be completed and included with any and all quotes submitted in response to this solicitation. FAR Clauses 52-212-4, Contract Terms and Conditions-Commercial Items are hereby incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is hereby incorporated by reference.
