- The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of the Medtronic Solera Spinal System for a lumbar decompression surgery. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 339113. Size standard is 500 employees. The proposed source is Medtronic Sofamor Danek USA, Inc., 1800 Pyramid Place Bldg A, Memphis, TN, 38132-1703. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within one (5) day of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The government requires Medtronic Solera Spinal System for a lumbar decompression surgery on 9/4/13 performed at the Medical Treatment Facility (MTF) at Wright Patterson AFB (WPAFB). The Medtronic Solera Spinal System is the only known system that the Ortho Surgeon is trained which also has optimal screw pitch that is suited for the osteoporotic patient requiring surgery. The Ortho spine surgeon has trained using these Medtronic implants and plating systems and if these items are not used the surgery would need to be sent off base at a substantial duplication of cost to the Government. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
