Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 06 - 590 - Hampton, VA intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. In addition to any VHA buy terms entered in FedBid, the Seller (Bidder) has reviewed and acknowledges any attached solicitation documents, item details, delivery schedule, and/or instructions to Seller (collectively referred to as requirements), and agrees to all terms and conditions set forth in the solicitation documents. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable bid. At the conclusion of the reverse auction, if attached to the buy, the apparent winning bidder shall be required to complete the solicitation documents prior to award. 1.The instruments must be designed like a standard surgical stainless steel open (hand) instruments and must NOT be made of titanium material. Instruments must be stainless steel. Instrument dimensions and specified styles shall match specifications and dimensions in pricing schedule. 2.Hinge/ box-lock must be located close or proximal to the ring- shaped handles for manipulation through the intercostal access point. 3.Instruments must have a long shaft that is sturdy, durable, and a one piece design. There must not be any flushing ports or insulation sheaths on the instruments requiring special cleaning procedures or take apart. 4.The instruments must be able to be cleaned and sterilized as standard stainless steel surgical instruments. Must be sterilized by Steam Prevacuum 270 degrees F for 4 minutes (standard instrument cycle). Must be able to clean in an automated washer for decontamination. 5.The instruments must NOT require any special pre-treatment/ cleaning after immediate use at the point of use (for clinical staff) such as rinsing instruments immediately under running water or sonication in their manufacturer instructions. Must not require demineralized water or sterile water for rinsing during the cleaning process. 6.Vendor must have a wide selection of these specialized type of instruments for video assisted thoracoscopy surgeries to accommodate future expansion and surgical needs. (Manufacturer must currently produce more than 25 different designs of VATS Thoracic instruments). (a) The Government will award a contract resulting from this solicitation to the responsible offeror submitting the lowest priced offer that conforms to the solicitation. Offerors may revise offers anytime during the specified period. At the end of the specified time period for receipt of offers, the responsible offeror submitting the lowest priced offer will be in line for award. IAW VAAR 812.302 Tailoring of Provisions and Clauses for the Acquisition of Commercial items, this contract will be awarded using a Lowest Price Technically Acceptable (LPTA) approach. Technical ability will be evaluated as either Acceptable/Unacceptable, Pass/Fail, or Go/No-Go based on compliance with the stated salient characteristics. Tradeoffs are not permitted. If Applicable; (b) Except when it is determined not to be in the Government?s best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are materially unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
