- RFQ for Final Performance Evaluation of NIMS REQUEST FOR QUOTATION (RFQ) SOL-663-13-000004 Final Performance Evaluation of Partnership for Capacity Building in Disaster Management - National Incident Management System (NIMS) Project The United States Government, represented by U.S. Agency for International Development, (USAID/Ethiopia) intends to award, subject to availability of funds, a firm-fixed-price contract to qualified Ethiopian Organization for provision of evaluation services as more specifically described in Section B (Statement of Work) of Request for Quotation. The authority for this RFQ is found in the Foreign Assistance Act of 1961, as amended and FAR Part 13 (Simplified Acquisition Procedures) and FAR Part 15 (Contracting by Negotiation). Complete information is available on www.fbo.gov. Interested applicants may go to FBO website and enter SOL-663-13-000004 under Keyword/Solicitation # field and search. Closing date and time of this RFQ is September 30, 2013, at 16:00 hrs Ethiopia time. Quotes received after the closing date will not be considered. Incomplete information submitted in response to this RFQ will result in disqualification from competition. Hard copies are not requested and will not be considered. Any questions about this RFQ must be submitted in accordance with dates specified in the RFQ and must reference the solicitation number, SOL-663-13-000004. Issuance of this RFQ does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of a quotation.
