Enclosure 1, Site Visit Log, to register for Pre-Proposal Conference and/or Site Visit Amendment 0002, Solicitation N40084-13-T-0065 (RFQ) Solicitation# N40084-13-T-0065 *** Please download Amendment 0002 for details of a pending Pre-Proposal Conference and Site Visit (Hakozaki). The original synopsis was posted through the Navy Electronic Business Opportunities website known as NECO, but the website at www.navy.neco.mil is currently down. The purpose of this amended synopsis is to ensure all documents previously posted to NECO are available in FEDBIZOPPS. Please see all attachments and amendments. This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in the solicitation documents. Solicitation number N40084-13-T-0065 is issued as a request for quote (RFQ). Please be advised that this procurement was originally synopsized under the number N40084-13-R-0065 on June 26, 2013. This solicitation is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation, in accordance with the provisions of the U.S.-Japan Status of Forces Agreement. Quotes shall be provided in Japanese Yen ONLY. Quotes shall be provided on the SF 1449 document, and then signed and returned to the Procuring Contracting Office; the ordering detail is provided in the ELIN (EXHIBITs A - E), which is also required to be filled-in and provided by the due date. This acquisition is for a Combination Firm Fixed-Price (FFP) and Indefinite-Delivery / Indefinite-Quantity (ID/IQ) Contract. Services will be required, in accordance with a Performance Work Statement (PWS), for the support of major Fire Suppression Systems installed at facilities upon US Navy, shore-side installations in Japan. The contract period of performance is anticipated at one (1) base and four (4) option periods. The anticipated minimum guaranteed amount of the proposed contract will be the FFP portion of work. The Contractor shall perform maintenance, repair, alteration, demolition and minor construction for the following facilities equipment: Pumps, Tanks, Pipelines, Fire Protection Systems, Auxiliary Generator Systems (including emergency and portable generators), and Heating Systems. The contractor shall be required to establish a Preventative Maintenance (PM) Program to ensure that all installed facilities equipment and systems are in normal working condition and function properly in accordance with specified standards. The Contractor shall perform trouble call work, both routine and emergency, in a timely manner and ensure that all installed equipment and systems are restored to a safe, normal working condition and function properly. Finally, the contractor shall be prepared to quantify and accept ID/IQ work of similar form and objectives as the Firm Fixed-Price (FFP) services. Proposing vendors shall be registered in the System for Acquisition Management (SAM) and have a valid CAGE code and DUNS number. Log on to www.sam.gov to inquire about new or existing accounts. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will be made on the FEDBIZOPPS website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. All documentation must be provided to the Procuring Contracting Office prior to the closing date for the solicitation of August 20, 2013, at 14:30 hours Japan Standard Time (JST). Late offers may not be evaluated for award.
