- Itemized Listing (Attachment 1) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, HE1260-13-T-8998 is being issued as a Request for Quotation (RFQ). Quotes must be good for 30 calendar days. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 (dated 1 Aug 2013) and are found either in the Federal Acquisition Regulation (FAR); Defense Federal Acquisition Regulation Supplement (DFARS). (iv) This procurement is not set-aside. The NAICS code is 334310, Audio and Video Equipment Manufacturing. A single award will be made as a result of evaluation of quotes. As part of your quote, you are required to include the format from the itemized listing (Attachment 1) to include line item, warranty information, quantity, unit, description, price, total amount, and a compatibility/interface statement if you are providing an "Equal" product or your quote will be considered nonresponsive. (v) Prospective Contractor quotes shall utilize the attached spread when preparing a quote. (vi) The following commercial items are requested in this solicitation: Purchase of Smart Board interface equipment (Brand Name or Equal) at Humphrey's High School, located in South Korea in accordance with (IAW) the specifications attachments. The Government will award a Firm Fixed Price (FFP) contract. (vii) Advanced payments are not authorized. Commercial items shall be priced as FOB destination to Humphrey's High School, Anjung-Ri 4R Bldg S657, Pyongtaek-si, South Korea 451 713. Delivery terms are 60 days After Receipt of Order (ARO). (viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items. (JUL 2013), applies to this acquisition. All companies must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. (ix) The provision at FAR 52.212-2, Evaluation -- Commercial Items (JAN 1999), (a) All interested vendors shall submit a quote to Aaron.west@pac.dodea.edu. Please email a courtesy copy of all correspondence to Ms. Angela Dash at Angela.dash@pac.dodea.edu. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Technical Capability Factor 2: Delivery Terms Factor 3: Price (1) Factor 1: Technical Capability: A vendor's quotation will be considered if it meets the requirements detailed in paragraphs (v) through (vii) above. Quotations that do not meet these requirements will be considered unacceptable and will not be considered for award. Contractor must provide documentation with quotation showing offeror's equipment is compatible and interactive with Smart Board in order to be considered for award. (2) Delivery Terms: The vendor shall be able to deliver to Humphrey's High School located in South Korea within 45 days ARO. Quotations that do not confirm compliance with this requirement will not be considered for award. (3) Factor 3: Price: Price will be evaluated in order to determine if it is reasonable in accordance with FAR Parts 13.106-3. Offers should be sufficiently detailed to demonstrate their reasonableness. (b) AWARD PROCESS: The Government will first evaluate all quotations on a pass or fail basis to determine whether the quote meets the specifications defined in (v) through (vii) above. Quotes will then be ranked according to price. The offeror who submits the lowest price and meets or exceeds the specifications defined in (v) through (vii) above will receive the award. The award will be made to that offeror without further consideration of any other offerors. (c) A written notice of award or acceptance of the offer, emailed to the offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept the offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The provision at FAR 52.212-3, Offeror Representations and Certification--Commercial Items (AUG 2013), applies to this acquisition.
