- Combined Synopsis/Solicitation - Word Doc Justification for Other than Full and Open Competition - Brand Name DFARS 252.209-7999 Parts Listing Pricing Table This is a "Brand Name" request for quotes (RFQ) for a commercial item. I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Requirements will be fulfilled using FAR Part 12, Acquisition of Commercial Items, and Simplified Acquisition Procedures, FAR Part 13, under the test program at FAR Subpart 13.5. II. Solicitation FA2517-13-T-6027 is being issued as a Request for Quotation (RFQ). III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. IV. The NAICS code for this acquisition is 334111, Electronic Computer Manufacturing, has a size standard of 1000 Employees. An award will be made as a firm fixed price contract. V. The specifics of this procurement are as follows: CLIN Description 0001 Storage Area Network - Hardware/Software/Service Warranties VI. CLIN 0001: The Government intends acquisition of a suite of equipment and appliances totaling 66 pieces from the following manufacturers: EMC, BROCADE, Hewlett-Packard and VMWARE. To be considered technically acceptable proposal must list/contain all Brand Name parts shown in Attachment 1 for CLIN 0001. VII. FOB Destination to Peterson AFB, CO 80914 is required 30 days after award. * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * VIII. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Feb 2012), applies to this acquisition. All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. DUNS, Cage Code, Tax ID, and Terms & Conditions shall be submitted with the quote. All firms must be registered in the System for Award Management (SAM) Database at (www.sam.gov ) in order to be considered for award. Multiple offers will not be accepted. IX. The provision at FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. IAW Paragraph A an award will be made to the offeror who is able to meet the technical capability and has the lowest price. The following factors shall be used to evaluate offers: (1) Factor 1: Technical Capability: A vendor's quotation will be considered technically acceptable if it meets the requirements detailed in Attachment 1, Itemized Listing. Quotations that do not meet these Brand Name requirements will be considered unacceptable and will not be considered for award. (2) Factor 2: Price will be evaluated in order to determine if it is reasonable in accordance with FAR Part 13.106-3. Offers should be sufficiently detailed to demonstrate their reasonableness. AWARD PROCESS: The Government will first evaluate all quotations on a pass or fail basis to determine whether the quote meets the specifications described in this solicitation, and the Itemized Listing (Attachment 1). Quotes will then be ranked according to price. The offeror who submits the lowest price and meets or exceeds the specifications described in the solicitation and Section VI will receive the award. The award will be made to that offeror without further consideration of any other offerors. A written notice of award or acceptance of the offer, mailed or otherwise furnished to the offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept the offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. X. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Dec 2012), applies to this acquisition. All vendors shall be registered in the System for Award Management (SAM) (www.sam.gov) at the time of quote submittal. XI.
