Description
SOLE SOURCE JUSTIFICATION FOR TECHNICAL SUPPORT AND MAINTENANCE FOR THE SIEMENS CONTROL SYSTEM (105 CONTROLLERS) AND NINE (9) APOGEE SOFTWARE Notice of Contract Action based on a Limited Source procurement to provide 06 under the "Multiple Award Schedule (MAS). A delivery order has been issued to Siemen's Industry, Inc. of Buffalo Grove, IL for a firm, fixed-price performance based service contract under the Federal Supply Schedule (FSS) orders. The limited-source justification is attached. This is for technical support and software maintenance renewal for the existing Siemens Building Technologies Control System and APOGEE Software. The Building Technologies Control System, software data and software code are proprietary information associated with the Control System and is not available to USDA, ARS. Therefore, the USDA, ARS does not have access to data needed to compete this effort. Based on the Market Research, only one source is capable of providing the supplies or services at the level of quality required. The use of Siemens Building Technologies Control System is essential to the Government's requirements. Market research indicates other companies' similar products do not meet, or cannot be modified to meet, the agency's needs without additional expense. UNIVERSITY AVE, PEORIA, IL 61604 (4) The North American Industry Classification System (NAICS) Code: 334512; Size: NO MORE THAN 500 EMPLOYEES. (10) Description: The Contractor shall provide all labor, equipment, materials, tools, assembly, transportation, and supervision for the support services for the Siemens Industry Building Technologies Control Systems and Apogee Software at the Beltsville Agricultural Research Center (BARC), in Beltsville, MD. Work required under this delivery order includes Routine Work (Firm-fixed Price) and Corrective/Emergency Work under an Indefinite Delivery/Indefinite Quantity (IDIQ) portion of the contract, including materials and labor estimates required to perform the corrective maintenance of the system or emergency service hours. The work include annual software updates, annual documentation, graphics creating, graphics back-up, field panel database/system field back-up, field panel database diagnostics, control loop evaluation and tuning, software, consultations, on-line troubleshooting, operator support, diagnostic maintenance, corrective maintenance and component replacement, account management, on-site visits, emergency response, quality assurance program and documentation for services provided. Coverage - Twenty-four (24) hours per day, seven (7) days per week for the length of the contract. Equipment Covered: (105) DDC Controllers Type MBC, MEC, PXC and (9) Apogee licenses. The contact will be issued for a one-year base period with a one-year option period; (11) In accordance with Federal Acquisition Regulations (FAR) 6.302, the proposed contractual action is pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) (12) Pursuant to FAR subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, ARS has issued a delivery order on June 10, 2013.
