- Every Contractor MUST fill out, date and sign the Attached Attachment A Form or their quote will NOT be accepted. Questions regarding this requirement are due by 09/06/2013 at 10:00 AM EST and no questions will be accepted late. Quotation Packages are due by 09/11/2013 at 10:00 AM EST and no quotation packages will be accepted late. This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number ST-1330-13-RQ-0570 is issued as a request for quotation and is solicited as a Service-Disabled Veteran-Owned Small Business Set-Aside. The North American Industry Classification System Code (NAICS) is 541512 and size standard of $25.5 Million Dollars. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Chief Information Office, Cyber Security Division has a requirement to provide a Netflow Solution for the period 09/17/2013 through 09/16/2014. The resulting purchase order shall be awarded on a firm fixed price basis. Per the Form 1449, the government will evaluate each quotation received to determine if it is technically acceptable. For a quotation to be technically acceptable, the quotation (a) must satisfactorily address each of the mandatory requirements set forth in Section C.1 (reference Section L. 1 paragraph b (4) and Section L.2) and (b) the quoter must have satisfactory past performance (reference Section L.1 b(10) and Section L.2). From among those quotations which the government determines to be technically acceptable, the government will make award to the lowest priced quotation from a quoter which the government determines to be responsible in accordance with Section 9.104 of the Federal Acquisition Regulation (FAR). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other than Central Contractor Registration; 52.232-39; The following provisions and clauses shall apply to this solicitation: CAR clauses may be downloaded at http://www.ecfr.gov. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal no later than September 11, 2013, 10:00am EST. The Government reserves the right to make one award or no award at all as a result of this solicitation.
