Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Victor Parr 24699 Killarney St. Hempstead, TX 77445-7349 for adding XDMF as an input/output option within STWAVE version 6.2. The USACE-ERDC has a time sensitivity need for the product (STWAVE) update proposed in this work package. STWAVE is the USACE primary numerical model for near shore wave predictions and is an integral component of the CSTORM modeling system that is being used for the North Atlantic Coastal Comprehensive Study (NACCS). As part of the NACCS the CSTORM modeling system will be run thousands of times using over 40 million computational processor hours on the USACE-ERDC High Performance Computing (HPC). Having this product update is a key component to being able to meet deadlines for the study and to deliver key products to the stake holders. The extreme tight timelines of that study makes this product update time critical. Due to the time sensitivity and urgency of the product update on ERDC's network, Dr. Victor Parr is the only source available that can successfully fulfill this requirement in a timely manner. The intent of this procurement is to award on a sole source basis under simplified acquisition procedures as authorized by FAR 13.106-1(b)(1)(i). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Vendeck.Davis@usace.army.mil no later than 11:00 AM CST on September 11, 2013. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
