- Visa Application Services Statement of Work DESCRIPTION THIS IS A REQUEST FOR INFORMATION ONLY. The Millennium Challenge Corporation (MCC) is currently conducting market research to solicit comments on the attached Statement of Work and locate qualified, experienced, and interested potential sources. This is NOT a solicitation or pre-solicitation and this notice does not guarantee that a solicitation will be posted in the future or as an obligation on the part of the MCC. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. BACKGROUND The Millennium Challenge Corporation ("MCC") is Federal Government created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. MCC requires professional services to provide processing of visa applications for the MCC staff that will be traveling internationally on an ongoing basis in support of MCC's mission. The MCC engages with a number of countries that have been designated as eligible to apply for MCC assistance. MCC has several Compacts with countries that require a visa upon entry. See http://www.mcc.gov/pages/countries The overall objective of this procurement is to provide timely, comprehensive, responses for visa applications on a routine, expedited, or emergency basis. OBJECTIVE The objective of this Request for Information (RFI) is to 1) receive feedback and comments from prospective vendors on the Statement of Work; and 2) receive prospective vendors' capabilities to provide visa processing services. Specifically, the Contractor shall provide visa application services for the MCC staff. The specific assignments within each task of processing individual visa applications will, at a minimum, need to consist of the following; however, not limited to: 1. Enter the request into a web-based tracking database, which will allow remote access MCC administrators with real time status. 2. Review, for accuracy, the submitted paperwork for each visa application. 3. Timely drop-off and pick-up of the visa application(s) to the appropriate Embassies. 4. Return to the Embassy to pick-up the completed passport visa. 5. Immediate return of the completed passport visa to MCC the following business morning. 6. Courier services between MCC and the local Embassy is the responsibility of the contractor. 7. Alert MCC staff when changes are made in the application process in terms of application forms, requirements, and deadlines. 8. Notify MCC administrators by telephone immediately when any issue arises that may cause a problem in the processing of the visa so it can be resolved in a timely manner. The prospective vendor must demonstrate successful prior experience processing a large volume of visas (up to 250 per calendar year) in accordance with the criteria listed above and/or identified in the relative Statement of Work. SUBMITTAL INFORMATION Respondents must provide, as part of their responses, (a) information concerning the project requirements listed as depicted in the SOW, (b) current capability and capacity to perform the work. Interested vendors should submit a tailored capability statement for this requirement, not to exceed 3 single-sided presented in single-space and using a 12-point font size that clearly details the ability to perform the aspects of the notice described above. (NOTE: All questions/comments related to the SOW are not subject to the page limitation.) Please furnish your cage code and business size (Woman-owned, Small Business, Large Business, Disadvantaged Business, Hub zone, etc.) in your response to this sources sought announcement. In the event that two (2) or more qualified small businesses express an interest in this effort, the Government reserves the right to restrict any potential solicitation to a small business set-aside. MCC invites all questions and comments with regards to this RFI. Please Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractor's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be issued. However, responses to this notice will not be considered adequate responses to a solicitation.
