Description
The U.S. Army Contracting Command-New Jersey, Installation: Picatinny Arsenal, NJ, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) is conducting market research to identify potential Small Business sources that are capable of Production and Assembly of Lightweight 60mm/81mm Mortar Weapon components and support equipment. The following is a summary of the components sought for this market survey. The 60mm and 81mm lightweight baseplate assemblies shall be produced from light weight materials. The approximate size of the 81mm base plate is 22 inches diameter and 6 inches height. The approximate size of the 60mm base plate is 18 inches diameter and 6 inches height. Manufacture of the light weight base plates will require the capability to forge, machine to final dimensions and heat treat high strength aluminum to reduce stress and achieve the material strength requirements to meet the required physical and mechanical properties of the designs. Hard protective coat anodizing of the final product will be required. Manufacture of the 60mm and 81mm light weight bipod assemblies meeting the required physical and mechanical properties for the design will require capability to fabricate and assemble struts, gears, springs and various other piece parts from high strength aluminum, titanium, inconel, and plastic. Potential offerors should possess experience in fabricating, machining, welding, and inspecting titanium components, and machining and inspecting gears or show prior manufacturing experience with designs of similar complexity. The 60mm lightweight bipod is an A-Frame bipod that weights 15lbs, the item size is approximately 30inX19inX10in. The 81mm lightweight bipod is an A-Frame bipod that weights19lbs, the item size is approximately 33inX17inx9in. The Basic Issue Items (BII) are essential items that are required to place the mortar weapon system in operation, to operate it, and to do emergency repairs. Although shipped separately packaged, BII must be with the mortar weapon system during operation. BII consist of Commercially-Off-The-Shelf (COTS) items such as screwdrivers as well as custom manufactured items such as spare firing pins, cartridge extractors and bore brushes. The M67 Sight Unit is an optical instrument providing self-illuminating sighting capability for indirect fire. This unit serves to lay the mortar for deflection and elevation. The M67 contains Tritium as do the aiming post lights, and range indicator. The aiming post lights are positioned during initial laying procedure of the mortar weapon system at night or in low light conditions. The range indicator is used to position cannon tube to estimated target range in hand held mode. A Nuclear Regulatory Commission (NRC) license is required for handling and storage of these items. The Direct Support Tools (DS) are essential items that are required to maintain, disassemble, reassemble, and repair the mortar weapon system. The DS tool kit contains some COTS items, as well as custom manufactured items such as drill guides, wrenches and socket heads. The Additional Authorized List (AAL) are components issued to the mortar crews and procured on an as needed basis. The M45A1 Boresight is an optical instrument used to align the axis of the bore of the mortar with a distant aiming point. AAL also includes ear plugs. The Mortar Weapon System components described in this market survey are delineated as follows: 1. M224/M224A1 60mm Legacy/Lightweight Mortar Weapon Components a. Sight Units: M67 - For M252/M252A1 81mm Legacy/Lightweight Mortar Weapon System e. Aiming Post Lights (APL) Kits - For M252/M252A1 81mm Legacy/Lightweight Mortar Weapon System f. Direct Support Tool Kits for 81mm Legacy and Lightweight Mortar Weapon System - For M252/M252A1 81mm Legacy/Lightweight Mortar Weapon System g. Additional Authorized List (AAL) with M45A1 Boresight, etc. - For M252/M252A1 81mm Legacy/Lightweight Mortar Weapon System 3. 120mm Mortar System: M120/M120A1 (Towed) and M121 (Carrier) Components: a. Sight Units: M67 b. Aiming Post Lights (APL) Kits c. BIIs for M120/120A1 Towed Mortar Weapon System d. BIIs for M121 Carrier Mortar Weapon System e. Direct Support Tool Kits for 120mm Mortar Weapon System f. Additional Authorized List (AAL) with M45A1 Boresight, etc. The Government anticipates awarding one or multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract(s) set-aside for a Small Business covering the FY14-18 timeframe. Small Business respondents interested in producing the above 60mm, 81mm and 120mm Mortar Weapon components shall address their ability to meet Government requirements and should be able to demonstrate the following: 1. Manufacturing Experience in mortar weapon components within the past 3 years. 2. Monthly throughput of your production line by component. 3. Describe manufacturing equipment, facility, and storage capability to be used for this effort. 4. Experience with Tooling, fixtures and production processes to include inspection and maintenance plans. 5. Key personnel descriptions capable of performing the effort. 6. Experience with kitting and inventory management 7. Description of Quality System The following list is the Government's anticipated maximum quantity to support the Mortar Weapon components over a five year period for respondent' preparation of their monthly throughput: 1. 60mm Mortar components: M224/M224A1 Maximum Combined Quantity: 2,500 each 2. 81mm Mortar components: M252/M252A1 Maximum Combined Quantity: 1,500 each 3. 120mm Mortar System: M120/M120A1 (Towed) and M121 (Carrier) 120mm Maximum Combined Quantity: 1,000 each Technical data for all systems listed above are marked Distribution D, therefore data distribution will only be authorized to the Department of Defense (DoD) and its US DoD contractors only. The technical data package (TDP) will not be available until a solicitation is formally announced. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government.
